The property falls within the Future Land Use Map’s Commercial Corridor Character Area and the Highway Corridor Overlay, positioned between Walmart and the Hmong Christian Alliance Church of Winder, with the Barrow Business Center Commercial and Industrial Park nearby.
Developers proposed a rezoning from the current community commercial district (C-2) designation to intensive commercial district (C-3), which permits automotive dealerships. Special use approvals and variances were also approved to accommodate the proposed facilities.
Among the special use requests were permitting an outdoor storage and display of automobiles in the Highway Corridor Overlay district, permission for impervious surfaces greater than 25% of the total lot area and allowing automotive repair and maintenance businesses in the Highway Corridor Overlay district.
Furthermore, the applicants also sought variances related to lot size, commercial lot frontage, distance from a church property line, vehicle parking for sale proximity to street right-of-way lines and building material specifications.
Key components of the development include a 3,000-square-foot restaurant featuring a drive-thru, a 70,000-square-foot automotive collision and refinishing center, a 14,000-square-foot Dodge, Chrysler, Jeep RAM dealership and a 45,000-square-foot automotive dealership.
The site plan includes 489 new parking spaces and designated outdoor areas for vehicle display.
The total building area is 177,000 square feet. Site density at full build-out is 21%.
A proposed stormwater management facility located on the southeast portion of the property will be designed to meet local, state and federal regulations. Throughout the site, stormwater is collected and traversed through pipes and swales, and directed to proposed stormwater detention areas.
There are no known environmentally sensitive areas on the property and all surrounding properties are commercial zones and do not require buffering.
Access to the site is planned through two points: a primary access directly off State Route 8 and a secondary access through the adjacent Walmart shopping center, facilitated by an existing access easement.

WondAerful to know that a local business is doing so well. However, Winder doesn't need to create more storm water runoff that will need to be controlled with more expensive pubic works projects. I hope the City will require the use of porous asphalt that will encourage a more natural management of rain water. Also, requiring energy efficiency in this and all future projects makes good sense.
