The Water Committee of the Winder City Council will meet at 2 p.m. Thursday, July 7, to discuss three topics: billing and late notices, water projects, and storm water reports and projects.
Some council members in recent weeks have talked publicly about instituting a more customer-friendly process for dealing with people who are late paying their water bills.
The meeting is open to the public. Its location is at the Winder Community Center, 113 E. Athens St.

Winder’s city government today at 5 p.m. will hold a public input session on its proposed budget for FY2011, which begins July 1.
The budget includes multiple rate hikes: 7-percent increases in the monthly base charges for water and sewer; 15-percent increases in the volume usage rates for water and sewer; a $1 per month increase in the garbage rate; and a new environmental fee based on the amount of impervious surface on each piece of property. Impervious surfaces are items on top of the ground that do not allow water to pass through.
The "Environmental Protection Services" fee will show up on county property tax bills, according to the proposed budget. The amount has not been set. It is to cover the cost of implementing state mandated services for stormwater; fats, oils and grease disposal; and watershed protection.

The region’s local governments are breathing a collective sigh of relief after learning Friday that state watering restrictions in their jurisdictions have been eased. The increased water flow not only will make homeowners and business owners happy; it will bring much-needed revenue from water sales to the local governments.
Effective immediately, the City of Winder, the counties of Barrow, Jackson, Oconee and Athens-Clarke, and the Upper Oconee Basin Water Authority that operates Bear Creek Reservoir are at drought restriction “Level IVb”.
That means water customers in those jurisdictions are allowed to water their lawns, pressure wash their homes and wash their cars from midnight to 10 a.m. two days per week – in addition to the one day per week when the state allows more restrictive water uses. [Full Story »]

England responds to critics of watering bill

Tuesday of this week marked the 30th day of our 40 day legislative session. This is a crucial day because it is the day that a bill must have passed at least one body in order to have a chance of becoming law. This is always a busy day as we rush to get key legislation passed in time to be considered by the Senate before the session ends.
Before I get to the tax cut, I would like to comment on a piece of legislation that I have been criticized locally for sponsoring. HB 1281 deals with outdoor watering restrictions that are placed by local authorities, whether it is cities or counties. [Full Story »]

Public Works Director Terry Darragh told the Barrow County Board of Commissioners at Tuesday night’s meeting that the county’s water situation has improved.
But at least one commissioner voiced opposition to state efforts led by local legislator Rep. Terry England that would override local government decisions on water restrictions.
Darragh said the Bear Creek Reservoir is now full and drought conditions have improved to Level 3. Limited outdoor watering and the filling and maintenance of pools will be allowed under the lesser restrictions. [Full Story »]

Winder will not meet 10% water reduction
The City of Winder will not meet the state mandated ten percent reduction in water usage, utilities director Wesley Skinner told council members at Monday night's work session.
The mandatory 10 percent reduction is calculated based on last year's usage. The withdrawal permit for this summer will be based on water usage from April through September of 2007.
