Legislators pull charter bill; BOC now in charge of process
Barrow County’s legislative delegation announced Tuesday night that it is withdrawing a bill to set up a Barrow County charter review commission.
That leaves the upcoming review of the county’s government structure in the hands of the Barrow County Board of Commissioners, which previously had voted to appoint its own citizens committee to review the charter.
But Rep. Terry England, Rep. Tommy Benton and Sen. Frank Ginn said in a prepared statement that they expect the county’s process to be “citizen driven” with “numerous, substantive public meetings for input before making any decisions” and for the decisions to be “free of the political inefficiencies that have plagued Barrow County for so long.” [Full Story »]

GINN: Legislature reaches Crossover Day
Crossover Day marks an important milestone in the legislative process. It falls on Day 30 of the 40-day legislative session and is the last day that bills can cross from one chamber to another.
In an effort to pass important legislation before the deadline, the Senate debated and voted on a list of 50 bills on Crossover Day. Moving forward, we’ll start taking up House bills and working on compromises between similar legislation in conference committees.
An important piece of legislation that’s expected to go through several changes in conference committee is the immigration bill.

GINN: Legislature finalizes bill to restore HOPE
The legislature took the final step this week in preserving Georgia’s greatest gift to its students, the HOPE Scholarship. The Senate and House agreed on a final version and have sent the bill to the governor’s desk, where he will sign it into law.
Putting the program on a financially sustainable path will ensure the viability of HOPE and the pre-kindergarten program for generations to come. With the first merit-based program of its kind, Georgia is still one of only 10 states in the country with an active lottery scholarship program. It’s imperative that we maintain this valuable education tool.
The final version of the bill was amended to allow all valedictorians and salutatorians from all Georgia schools to be eligible for the Zell Miller Scholarship and establishes a low interest loan program that will help students presently covered under HOPE to bridge the gap between actual tuition cost and costs covered by HOPE once the bill is enacted.
