The Winder City Council has turned over to its private utility contractor responsibility for all of the government’s public works and storm water services.
County officials for several months have debated whether to enter into a public-private partnership for the delivery of many county services. But Winder’s council, in a quick and unanimous vote, authorized Mayor David Maynard to enter in a 16-month contract with ESG Operations Inc. that immediately moves 19 jobs off the city’s payroll.
It is unclear if the contract will save the city money, but it will add engineering expertise for public works and storm water projects.
