Phil Eberly of W. K. Dickson engineering presented a draft capital improvement plan at Tuesday’s meeting.
After the plan is finalized, it will be submitted to the Federal Aviation Authority (FAA) and the Georgia Department of Transportation (GDOT). The FAA and GDOT use the plans to prioritize funding. The deadline for submission is December 31.
While the airport authority has identified several key projects, none are guaranteed funding.
The largest project, the $1 million T-hangar construction project, will not be funded until 2011 at the earliest.
Other projects include runway rehabilitation, parking upgrades, ramp rehabilitation and security improvements.
The capital improvement plan does not include any runway extensions or property acquisitions.
In other business, the authority awarded a $9,200 bid for painting the beacon tower to Melton Painting Company in Statham. The approval is contingent upon funding availability.
Melton Painting was selected over an out-of-state company despite quoting a price $700 higher than the lowest bidder.
Authority member Don Holliday motioned to use Melton Painting saying he not only preferred to use a local contractor, but that the company also provided a three-year guarantee as opposed to the two-year guarantee offered by the Alabama-based company.
Airport Director Glen Boyd updated the authority regarding several items. According to Boyd:
» demolition of the three houses at the end of runway 31 is underway. The asbestos removal is complete and final demolition has begun.
» ILS site prep work is progressing and the project should be completed soon.
» several bids have been received for hangar site preparation. The authority has 120 days to make a decision on this project. Bids range from $324,200 to $478,700.
» FLT properties has begun their mini-warehouse project located on the runway 31 approach across from the airport.
The next meeting of the Barrow County Airport Authority will be held November 18 at 12 p.m.

Isn't what this plan provides? Ramp rehabilitation. Runway rehabilitation. Isn't that what you do when maintaining a quality general aviation airport?
It seems the comments promote the capital improvement plan, then slam the Authority for proposing them.
The 10.9 million being asked for is intended to maintain and rehabiltate the general aviation airport and add more hangers with sewer hook ups and water for the tenants. With the current state of our economy it's a long shot I hope that this request would be considered. Who do you think the current airport authority is going to hit up next for the money, if the GRANTS don't pan out. Local taxpayers beware!!!!! As far as your concern for the noise, pollution, and safety, you might want to look elsewhere (but not too far) for your culprit. Despite all of your rants about the airport and aircraft, you have yet to make one complaint about the railroad which borders your property. First, I have never heard any light aircraft generate more noise than a locomotive. Chances are, your home experiences recorded movement (vibrations) when CSX rolls by all hours of the day and night. Second, a train carries nearly 5000 gallons of diesel fuel and numerous varieties of bulk chemicals (dry and liquid) as freight making it a top candidate for contamination or explosion; far more threatening than any aircraft flying to or from Winder airport. Nearly 15 years ago, there was a large train derailment along this same rail line, near your home, that caused an evacuation due to concerns of poisonous gases and fumes. Do you remember that incident? So it's clearly evident that you are not really concerned about these issues you have platformed, you're just looking for plausibility for your agenda.
You also have a concern about the money being spent and even claimed that "Mr. Eberly and his employer are laughing all the way to the bank with your tax dollars". Money is always a unified concern with any taxpayer but your case is certainly unique. It seems your family was paid approximately $57,000 / acre (per Barrow Co tax records) for raw pasture that was zoned AG. Now, if anybody laughed their way to the bank, it must have been you. That payoff must have been welcomed in these economic times. I wouldn't call that condemnation but instead "wealth generation". This completely counters the disparaging remarks you made about Jerry Maynard in some of your previous posts. I am certain that Jerry Maynard has commercial / industrial zoned property that he can't even sell for $50,000 per acre. Furthermore, recent aerial surveys and photos indicate that your cattle are still grazing on approximately 7 acres of pasture that rightfully belongs to the airport and the citizens of Barrow County (who's screwing the taxpayer? You!). Overpaid land + free land use = one sweet deal for you. This would certainly dissappoint the taxpayers. Here again, your agenda lacks plausibility. You even go as far as criticizing the airport manager and questioning his place of residency. Why is that even relevant and further more, who cares? The man was likely hired for his qualifications and experience in operating an airport on a daily basis, not his home address.
In summary the airport is a valuable asset that can be utilized to enhance the local economy and community. There must first be an investment into this facility. In comparison, when sewer lines and water lines are initially installed throughout the county, there is not an initial demand and the cost effectiveness is questioned. But, when the sewer or water line begins to serve the citizens and it is utilized as planned, the investement is well justified. Use some forethought in evaluating the airport as a community asset. Chris, I believe I have proven your comment to be correct "If someone starts asking the right questions you will be shocked at what you may learn" and it appears we have learned the truth and motive of your agenda.

Thanks for setting the record strait on Mr. Smith and his abundant compensation for his property. I had not considered the adjacent Railway system to his property. If his true concern was noise or safety surely he would be writing letters to the Railway not the Airport. As far as his Tax dollars, I would like to point out the considerable tax base generated by light and business class aircraft (this does not mean large jets, just light aircraft.) On average, the ad valorem tax on a corporate aircraft based at an airport can generate the tax equivalent of 300 homes (dependent on value of aircraft and quantity of fuel purchased.) So, if more business called Barrow home, this would increase the tax revenue exponentially. Seeing as how Barrow is the only county in the I-85/316 corridor that has lost industry in the past 5 years while the other surrounding counties have gained and attracted industry, the airport improvements would be a small investment toward; Keeping YOUR taxes low, attracting new business, creating jobs, increasing tax revenue and bringing in business/revenue into Barrow County from outside sources.
