Barrow County’s government ended the year on Tuesday night the same way that it started 2013: in transition.
New county manager Randall Dowling attended his first meeting of the Barrow County Board of Commissioners just eight weeks after Jock Connell, the first manager under the new county-manager form of government, walked away.
Tuesday night’s meeting was the final one for county clerk Marie Dickey, who followed Connell here in January and announced her resignation the same week that Connell exited his post.
BOC members thanked Dickey for her year of service, noting that she had made significant improvements in the office and also in the format of the meeting agendas. The board also appointed her replacement — assistant Braselton clerk Danielle Austin.
The BOC did not fill the third open position in the Connell administration for a public works director, which has been vacant since Oct. 25. But the board did appoint a new director of Barrow County Animal Control. The new director is Bobby Tribble.
