In an unexpected move Tuesday night, the Barrow County Board of Commissioners appointed the county’s human resources director as interim county manager. The decision was made during a closed session that followed the board’s regular meeting where BOC chairman Pat Graham spoke briefly about a process for replacing Jock Connell. She said she had spoken with someone from the University of Georgia Carl Vinson Institute of Government but was told there is a “shallow pool” of qualified applicants for such positions. She recommended that the BOC work with the institute in finding an interim manager while beginning the search for a permanent one. But when the BOC emerged from its closed session, the commissioners voted instead to appoint Charlie Felts to the temporary post at a salary of $95,000. He has about 24 years of human resources experience, has served as Barrow County’s HR director since January 2012, and appears to be well liked by employees. He will assume his new post on Oct. 18, which is Connell’s last day in the job.
