The proposed development, The Crossroads at Winder, will be located between Duke Street and May Street.
Current plans call for a mixture of retail, office and restaurant space.
Karen Watkins of the Hackett Property Group said she has several “wonderful” prospects for the development.
“We want to bring some retail back to that part of town and make it more of the community it once was,” she said.
According to Watkins, one development option calls for a 10,000 square foot restaurant and 35,600 of retail and office space. The other option includes a 6,000 square foot restaurant and a 12,000 foot pharmacy.
The entire development will be situated on 3.4 acres and will include either 223 or 227 parking spaces. For a development of that size, 241 parking spaces are typically required. Council unanimously approved a variance to allow the development to proceed with the reduced number of spaces.
Council also approved a request to rezone .33 acres at 132 Duke Street, .33 acres at 136 Duke Street, .33 acres at 140 Duke Street and .33 acres at 144 Duke Street from R-3 to B-1. The lots will be assembled with the old Traveler’s Lodge to create the new development.
In other planning and zoning business, the council:
• approved a request to rezone .597 acres at 15 Virginia Avenue from R-1 to B-1 to allow the construction of a small office building.
• approved a request to rezone .29 acres at 128 West Candler Street from R-2 to B-1 for an office.
• approved a sign variance for property located at 427 Loganville Highway.
