With three new annexation applications from an old Winder family, there is little doubt that city officials soon will meet their goal of extending Winder’s southern boundary beyond Highway 316. In March, the real estate brokerage firm owned by former banker Chris Maddox filed annexation and rezoning requests on behalf of trusts related to his parents, the late Charles O. Maddox Jr. and Betty Jo Maddox. The applications filed by Peoples Equity Partners LLC are scheduled to go before the Winder Planning Board on April 16 and before the Winder City Council on May 7. Currently, county planners are reviewing the paperwork. The applications will be on the April 9 agenda of a Barrow County Board of Commissioners meeting. However, under current state law there appears to be little that county officials can do to stop the annexations.
