The Barrow County Board of Commissioners will take action Tuesday night on the annexations of three commercial properties north of Highway 316 into the city of Winder. They include 58.46 acres owned by Akins, Maynard & Bartlett LLP, 4.273 acres owned by Combs & Bartlett LLC, and 10.92 acres owned by Athens Regional Health Resources. The BOC also will vote on annexation requests for two residential properties on Punkin Junction Road.
In addition, the board will vote on a request by Walton Development to annex into the city of Statham 360 acres near Highway 316 and Wall Road.
Among the other major voting items is an agreement with the Barrow County Board of Education for the joint construction of a “social, cultural and entertainment” multi-use event facility off Highway 316. The proposal calls for the county to contribute $2.88 million in sales tax revenues and for the BOE to contribute $1.5 million in sales tax revenues. In exchange for its contribution, the county is to have the right to exclusively utilize the facility 36 days per year. The school system will design, build and maintain the facility.
The BOC’s regular meeting on Nov. 13 starts at 7 p.m. on the second floor of the county government building at 233 E. Broad St. However, this week it will be preceded by a 6 p.m. public hearing on the city of Auburn’s request to change the name of “Hill’s Shop Road” to “Auburn Road.”

There are three primary methods of annexation in Georgia.* All three require the consent of a majority of the persons living in an area
to be annexed into a city.
100% Method
Property owners of all the land in an area may seek to have their property annexed into an adjacent city by signing a petition.
60% Method
Petitioners owning at least 60% of the property in the area to be annexed, and at least 60% of the voters in an area, may seek to
have their property annexed into an adjacent city.
Resolution and Referendum Method
An election may be held in the area proposed for annexation to determine if the area should be annexed. This method requires that
an agreement between all the local governments providing services in that area be reached and that a majority of voters in the area
to be annexed vote in favor of the annexation.
* There are two other methods of annexation; 1) annexations by the General Assembly through local legislation; and 2) the annexation
of unincorporated islands totally surrounded by a city.
