The political dust kicked up over the upcoming clearing of trees at the Barrow County Airport should settle down a bit Tuesday night when the Barrow County Airport Authority meets to take official action on the matter.
Also on the agenda of the 7 p.m. meeting are the airport’s FY2013 operating and capital budgets. The proposed operating budget forecasts $312,345 in revenues and $257,324 in expenditures, with a projected annual profit of $76,300. The capital budget for the new fiscal year, which begins Oct. 1, includes $157,895 in both revenues and expenditures.
The meeting will be in the second-floor conference room of the airport terminal building at 841 Ronald Wood Road in Winder.

"These guys" are volunteers, I believe. Unpaid volunteers who serve because they have an affinity for planes, or flying, or corporate citizenship. But they are not dumb men. You dismiss them for, it must seem, either personal reasons, or jealousy.

It appears they are on track to budget for adding reserves. They must be doing something right.

Just like any other type job, just loving it does not make them an expert or have good judgement. And they are no experts and do not have good judgement.

Yes I am no expert either and thats why I am not on the board. I too fly planes and know quiet a bit about them. But these people as I have said before are morons.

Let's just talk about the FACTS!

1. It is a fact that there are no minutes showing discussing or voting for, or against CLEAR CUTTING the airport.

2. It is a fact that there are no minutes showing discussing or voting to allow Scott Miller or Eddy Edwards to negotiate a contract of any kind to cut any trees.

3. It is a fact that there are no minutes showing discussing or voting the approval of any contracts submitted to the Authority by logging contractors.

4. It is a fact and a matter of record that when asked, the Authority said that had not seen, nor had any knowledge of this contract.

5. It is a fact that when asked Thursday morning Eddy Edwards IN FRONT OF SEVERAL WITNESSES said that Scott Miller authorized the clear cutting of the timber and that it was OK to start cutting the trees because Scott Miller had a signed copy of the contract at the office, for the loggers to pick up.

6. It is a fact that when asked Thursday morning Scott said that the Authority had full knowledge of the clear cutting of the airport.

7. It is a fact that when contacted by Scott Hang Thursday morning, Authority members Jimmy Moore and Quinn Borne said that they had no knowledge of the clear cutting the timber on the airport.

8. It is a fact that there were no permits acquired, or considerations taken for buffer area’s required by law pertaining to water sources or erosion, even though approximately 500 people get their water from a community well within a short distance from the area that was to be clear cut.

9. It is a fact that if the timber company had been allowed to clear cut the airport as per their contract that Scott Miller was signing there would have been no way to maintain the approximately EIGHTY acres other than an annual aerial spraying program. THAT WOULD HAVE COST THE TAX PAYERS THOUSANDS OF DOLLARS EACH YEAR FROM HERE ON OUT.

10. It is a fact that there are no minutes showing discussing and voting to amend the budget to allow for the annual cost of aerial spraying of this section of the airport.

11. It is a fact that there are no minutes showing discussing or voting to allow Eddy Edwards or Scott Miller to contract with the county to cut in a new road entrance on hwy 82 so that the loggers could access the timber on the east side of runway 31/13.

12. It is a fact that there are no minutes showing BOC discussing or voting to authorize this road work to be done by the roads and bridges dept..

How did cutting just three trees off of the end of runway 31 turn into clear cutting the whole airport?

What would be their motivation?

How could such a massive undertaking be a misunderstanding?

How could such a massive undertaking go unnoticed by the Airport Authority Chairman, the man the tax payers of our County rely on to over-see the day to day operations of our airport.

How could the Airport Authority at their last meeting CHOOSE TO IGNORE testimony from six people, (one being a County employee) saying that Scott Miller authorized this contract without Authority approval?
NO ACTION WAS TAKEN!!!

13. It is a fact that Scott Miller went off of the grid and quietly negotiated a lucrative timber deal without Airport Authority approval.

I know it is a foreign concept for people in our county to actually consider the facts but here they are, deal with the facts for a change!

The meeting tonight is open to the public. I encourage all to attend. It is your county commissioner that appoints an authority member. Dont take the newspapers word or hearsay. Come to the meeting and witness for yourself.

Where do you think the Federal government gets the money they spend on the airport each year.

The problem at hand isn't about funding, it's about Scott Miller making a lucrative timber deal without the Airport Authorities knowledge.

According to the Barrow Co tax site the airport is appraised at about 15 MILLION DOLLARS, but pays ZERO property taxes. For what ever reason they are exempt, that is probably about $100,00.00 the County (taxpayers) do not get and are subsidizing. This is more than the "profit" of their budget.
I'm sure there are other businesses that could show a "profit" if they did not have to pay property taxes.

With that line of thinking, the Water and Sewer authority should pay property taxes on all the water and sewer lines they have on deeded right of way and the Industrial Development Authority should pay property taxes on the property they have in inventory. And while were at it, lets charge all the churches property taxes as well.

There are three reasons why Authorities are created.

1. To operate the particular entity such as water and sewer, airports, Industrial Development, Downtown Devlopments etc...because the elected governing body does not have the expertise or time to operate.

2. To give the governing body cover. To take the heat off the elected official.

3. And the primary reason that authorities are created is to borrow money. Authorities can borrow money with revenue bones or on callederal loans on a long term without a vote from the citizens. The elected body such as the BOC cannon bind the next administration with a long term loan unless the voters have authorized a general obligation bond. So to get around the law, Authorities are created.

I didn't say whether they should get a tax break. I just said they do. I don't care what entity you say gets a tax break.
With that line of thinking a person with 10 illegitimate kids that sold lemonade and made $100 one year and drawing every government benefit possible totaling $55,000 and paying no taxes could claim they made over $50,000 PROFIT.
The Airport Authority's key word is PROFIT.
PROFIT is what the AA call it. PROFIT, if you didn't understand what I said. PROFIT???? As a result of a huge tax break.

No public property in Barrow County is taxed. Courthouse isn't taxed. Jail isn't taxed. Schools aren't taxed, airport isn't taxed. Cop cars aren't taxed.

Are you really that stupid? You must be a graduate of Barrow County schools. Those of us who attended school elsewhere learned this in 4th grade civics class.

Yea this old pilot must have has oxygen deprivation too long. Glad you finally finished the 4th grade, even Jethro finished the 6th grade. I will bet anything you can not show me that your vast knowledge was taught in 4th grade civics.
Probably 47 percent of the people don't pay income taxes either and you are likely one of them. So much for your credentials. We know how they vote.
I don't believe to which school one goes is that important, as it is what one make of it. This is known as personal responsibility. I don't believe in playing the victim.
My point was the Airport Authority brags of a PROFIT but is given a approximately $100,000 break that my business doesn't get. I don't see the BCSD, BCSS, etc bragging about a PROFIT or LOSS.

Shook says he's just looking after the tax payer. Where was he when Danny Yearwood gave his dad, Kenny Shook Sr. the house that Ricky Segars lived in that was on the property that the Industrial Development Authority bought. Yearwood gave it to him for 1.00 without any bid...hmmmm, where was Shook then?

Shook made a BIG profit off of that house after he moved it and sold it, and WE, the taxpayers got zilch. Shook took his children OUT of WBHS and moved them to Apalachee whenn his son was not a "starter" on the baseball team.
But you all elected him! It is going to be WORSE than Yearwood! At least The BJ will have a new whipping boy to write about!

Where do you think FAA money comes from ???Obama just passed a 63 billion dollar funding bill for the FAA in Feb. 2012. The JDC sold the house for a dollar. And how many of you bothered to attend this meeting to know what really goes on ???

Here are a few details to clarify some gross mistruths on this thread.

1. The property on Hwy. 82 (Segars Property) was bought under the guise of the Joint Development Authority, it is deeded to them.
Yet you and me are responsible for the debt service on it for the forseeable future.

2. My father did buy the house. He bid, and won it for 1.00. Which was paid to the Joint Development Authority. The fees to relocate it were in excess of 20,000.00 The was another house on the property as well, it was purchased by an investor and moved.

3. What I do with my family is my choice. I moved my child to Apalachee for reasons other than sports. At the time of my move he was a three year starter at tight end, so I can assure everyone it wasnt because he didnt start at baseball. Oddly enough he went and played baseball at a junior college for a short time. My children are all adults now and I am very proud of them.

3. The facts will soon surface on the timber situation at the airport and Im quite sure you will all be waiting to read it.

4. Meanwhile YOUR TAXES are being RAISED, resources such as valuable timber was being given away, personal attacks and accusations of county officials are taking place, and did I mention your TAXES are being RAISED.

5. You want the truth. Attend a meeting. They are all open to the public. Or call me.
