At its regular monthly meeting Tuesday night, the Winder City Council for the second time in two months is scheduled to ‘ratify’ the secret purchase of a piece of property. In mid August the council voted to ratify the July 13 purchase of a downtown parking lot. The second property was purchased in August from the local YMCA, but the money for that purchase was placed in escrow until after Tuesday’s public vote.
At Monday night’s meeting, the council will discuss amendments to five sections of the city code regarding: solid waste; stopping, standing and parking; abandoned and junked vehicles; vacant buildings; and procedures and penalties upon arrest. The council on Tuesday is scheduled to vote on a major overhaul of the city's Alcohol Ordinance.
Voting items to be discussed Monday night and to be voted on Tuesday night include:
•Ratification of a WCTV21 Football Agreement for the videotaping of local high school football games.
•Approval of a four-year contract with Barrow County to conduct the city’s elections through 2016.
•Approval of a major revision of the city’s Alcohol Ordinance.
•Sale of a 2002 Ford Crown Victoria used by the police department.
•Alcohol Beverage License for beer, wine and liquor by the package for a new business known as Royal Blue Wind & Spirits, 321 N. Broad St.
•Alcohol Beverage License for beer and wine by the drink for a new business known as Pier 81 Seafood Restaurant, 232 N. Broad St. Suites A-B.
•Alcohol Beverage License for beer and wine by the package for the new Aldi Inc. grocery store at 160 W. May St.
•Event permit for the 2nd Annual Michael Boucher Ride and Concert sponsored by the American Veterans AMVETS Post 12 from 10 a.m. to 4 p.m. Oct. 13 at Porter Street.
•Event permit for the “Spirits of Jug Tavern” from 5-8 p.m. on both Oct. 19 and Oct. 20. The “cemetery walking tour” is sponsored by the Rose Hill Cemetery and Concord Church Cemetery.
•Request by John M. Wilkerson Jr. to rezone from Barrow County R-3 (single-family residential) to Winder R-1B (single-family high-density residential) for 0.45 acres at 378 E. Broad St. and to annex the property into the city.
•Request by Walter E. Stewart to rezone from Barrow County AG (Agricultural) to Winder A-1 (Agricultural) and to annex into the city 22.914 acres at Carson Wages Road.
After closing the council meeting, the council will reconvene as the Zoning Board of Appeals to hear a conditional use request for a daycare/childcare facility at 74 Church St. The property is zoned B-1 (Neighborhood Commercial.)
Both meetings are open to the public and include citizen input periods. The meetings are at 6 p.m. each night at the Winder Community Center, 113 E. Athens St.
