The Georgia Bureau of Investigation this week launched an investigation of Winder’s utility billing operations under former director Dawn Reidling. City officials in late May requested the investigation after an internal audit uncovered not only costly billing errors, but also Reidling’s alleged attempts to cover them up. “The investigation has been started,” Police Chief Dennis Dorsey said Monday. “(Special Agent) Elizabeth Bigham is working the case. She had several interviews today.” In response to the newspaper’s inquiry, city administrator Don Toms said Tuesday in an e-mail that the GBI is looking at the preliminary findings of a recent internal audit “to determine if anything appears to be criminal or just mistakes.”
