The first of two public hearings for Winder’s fiscal year 2013 budget is set for this Thursday. That hearing and a second one set for May 24 will be at 5:30 p.m. in the Winder Community Center on East Athens Street. The 110-page draft budget was posted online Monday and is available for public review at www.cityofwinder.com. The Winder City Council is scheduled to adopt the spending plan June 5, and it goes into effect July 1.
Overall, the proposed budget projects close to $1 million less in revenues in the upcoming fiscal year and about $759,000 less spending. Revenues from all sources are expected to be $28.9 million, and expenditures are to be about $28.6 million.
Out of that, the government’s general operating fund is expected to spend $14 million and to have a $4.7 million shortfall that will have to be covered by internal transfers primarily from the Water Sewer Fund, the Gas Fund, and the Solid Waste Fund.
