Barrow County’s outside auditors have finished their work on the government’s FY2011 financial statements and the good news is now official. The county not only ended the year in the black, but its general reserve funds grew by $2.2 million to a total of $6.7 million.
But along with the good news, auditors were critical of the county’s system of finance, especially its internal controls. Auditors had to make a total of $1.2 million in audit adjustments due to problems found in the way the county had kept its books.
Though the financial news for FY2011 was better than expected, a single year of positive numbers does not demonstrate a solid turnaround in the county’s finances.
CFO Rose Kisaalita told the Barrow Journal on Tuesday night, for example, that several successive budgets have included no money for capital expenditures — a practice that will have to change as aging equipment and vehicles wear out.
Another large bill coming due both this year and next is the multi-million-dollar replacement of the countywide communications system in order to meet a federal mandate requiring public radio frequencies to be narrow banded by the start of 2013.

We dont need a 15 crew with 2 guys with shovels and 13 supervisors like the TV crew caught the City of Atlanta doing under Bill Campbell, but WE Need Employees and it is easy to say during this economy because or your personal situation that "They need another pay cut and some more layoffs" but I call BS, you need to work on yourself I think.
For instance, the athletic director at the high schools makes a ton! There are many people who could do his job and agree to take a lot less.
