The current members of the Barrow County Board of Commissioners — not the ones starting the new four-year terms in January — will pick the county manager who takes over the government’s operations Jan. 1. The BOC in a 5-1 vote Tuesday night agreed to start the hiring process now by authorizing Human Resources director Charlie Felts to immediately begin advertising for the position and to utilize, as needed, the assistance of state and national organizations that serve local governments.
The motion was made by Commissioner Ben Hendrix, who said the county would need months for what could be a nationwide hiring process.
County attorney Angela Davis said that because of the importance of the position, the recruitment process would be “none like we have ever experienced.”
She said it should be expansive, going statewide and beyond, which means it will take longer.
“It is very likely we wouldn’t be looking for a selection committee until July, and we could have that phase of the recruitment delayed,” she said. “There is nothing to suggest that the incoming commissioners could not meet the (county manager) candidates and have some voice with you as the voting members.”

Not that I don't trust the current chairman, but let's face it. He has been opposed to a manager since the beginning and will make every attempt to sabotabe the process.
Hiring a retired or semi-retired former city or county manager such as Ernie Graham or the likes (no kin to Pat Graham that I am aware) to work for 1 year until a permenant manager can be hired. This process does not need to be rushed. This will also allow the new board, whoever it is, to be a part of the selection process.
Just a thought but I want to see the new manager get off on the right foot and be supported by all the commissioners and the citizens. It's going to be tough enough to bring this county back as it is.
I hope the board considers this. Hire an interim manager that is not interested in seeking the full time position.
Yearwood has little to no chance of being re-elected so why do we want him involved in hiring someone for a position he opposes. Kind of like giving him a "I told you so" if he could gum up the works and make the first manager fail.
And don't think he will not have an influence on the hiring if it is done prior to January 2013. His threats to veto a certain applicant he thought was too good if the board decided to hire would likely make some of them change their mind just to get someone in that position prior to January.
Again, just my thoughts and looking logically at the situation...and the history.
As far as I know, Mr. Graham always acted with integrity, but it wouldn't hurt to also look farther afield for an interim manager who is not part of the Winder/Barrow scene.
