Auburn calls meeting to discuss SDS Agreement with Gwinnett County

The Auburn City Council will hold a special called meeting Tuesday, Feb. 7, in the City Hall Conference Room to discuss a potential resolution on a Service Delivery Strategy (SDS) consent order — a multi-million dollar lawsuit between Gwinnett County and 15 municipalities relating to the duplication of public services.

According to an agenda announcing the special Feb. 7 meeting, the council is set to discuss joint resolutions, Intergovernmental Agreements, to authorize and attest documents, and to join the City of Auburn Police Department’s election to not join the Service District.

A Superior Court judgment ruled in favor of the 15 cities involved in the two-year legal battle with Gwinnett County over its SDS Act in September 2011.

SDS is a state law that requires cities and counties to determine the local government that will provide certain public services and how those services are funded.
The meeting will begin at 7 p.m.

This is why Gwinnett PD and the city police agencies cannot run laser/radar (except GCSO) in the county due to this.
Basically, Gwinnett county charges each city for police, fire/emt, roads, lights etc services. But Auburn already has its own PD so why pay Gwinnett for a service that it does not provide ?

And the fact that Auburn has VERY LITTLE land in Gwinnett County and those little spots are subdivisons that Auburn annexed in and can police. The Fire depts handle calls in the County the taxpayer lives in period unless by mutual aid agreement one county backs the other up.

SO Auburn needs to not pay for GC Police and roads it has to maintain, Fire is what it is, isn't that funded thru property taxes to you own county?

In Gwinnett, the laser/radar issue is not the challenges Gwinnett needs to FOCUS on anyway, they have and are going to have bigger problems they need to worry about before it becomes Dekalb or Fulton in Crime Stats.

Police and Radar (or Laser), This should not be a Top Priority, but you give them all speed detection equipment, and that’s ALL you will get, it is Lazy Police work. It is easier than all other functions and it is also more about REVENUE that anything else.

I want the police I pay for to patrol my neighborhood, be proactive, be visible, solve crimes, prevent crime...not run radar for 8-10 hours a day.

I want criminals to avoid Barrow County because they see too many cops.

I want Police that are visible as a crime deterrent, not a department that is trying to hide from its own citizens (not Gwinnett, it is fully marked, unified fleet except special operations) but here in Barrow it seems that the new Sheriff wants to hide from those who pay them, in black on black cars and just write tickets in Countyline...

got that right you can barely read the new decals on the cars they blend in real well, think being visible within five hundred feet is gonna be a problem when they run radar at night hope some of the judges here throw those tickets and charges where they belong the trash can!

sounds like maybe you got a ticket in countyline.Slow down bozo, my family drives on those roads every day and I would like to see the cops writig more tickets on hwy 211.If you are trying to drive faster than 45 on that road then you are going too fast, there is way too much traffic and waaaay to many people like you who dont know how to drive safely.The bottom line is this : the ignorant and the stupid receive tickets because they dont learn in any other way .
For the record though I too would like to see the cops cracking more heads.

fine if they follow the LAW when using speed detection devices, recently Jefferson as moved to following more closely the
Georgia Code at least they have become more present in doing police work then sitting on bypass hiding in the edges, when on 129 now notice they are visible light on and in clear view, now Braselton is still hiding in median behind gully near 127 mile marker waiting while not in plain view, since Barrow county Sheriff should be advising them they are in violation of Ga Code doing this the sheriffs office seems quiet on enforcing the legal use of speed detection device commonly referred to as RaDAR.
They made the marked sheriff cars barely marked hard to define as law enforcement marked cars.

Don't speed and you will not have to worry about it. Everyone wants to complain about the officers writing tickets, just don't speed and you do not have to complain about. Who cares of they are marked or unmarked again DON'T SPEED. Jack Legg, --I have been going thru the Countyline intersection behind the wheel over a quarter century, my family since the 10's (since it was in Jackson County prior to 1914), as far as I know NO-ONE, including myself has been ticketed at that location.

My family has also lived in the county line area since before there was a Barrow county.If you are as old as you claim to be , then maybe you should slow down because your reflexes and reaction time are not what they used to be.I say if you got a speeding ticket then you most likely deserved it.I can still see the sherrif cars just fine no matter what color they are painted.Besides , I doubt that as much thought as you are implying went into the color change, maybe Judd just likes black cars, from my extensive experience cops just are not as smart as some people give them credit for.Thats not to say that I dont respect our law enforcement, their job is almost as hard as mine is and Im thankful that they are out there.

not just black car but dark grey writing indentify as Sheriff dept car, I think more thought went into it then you think this way less people notice when deputies driving around family in dept cars, plus easier to not be noticed when being noticed s more detterent then writing tickets for speeding, by the way there is real high incident of single vechile crashes involving Police cars in NorthEast Georgia so not so sure the Police up in these parts are really trained on safe driving and being a good example.

Jack, You are a commenter on every topic here, but lately you fail to even read before you fire back it appears.

1. As I already stated, I have NOT been ticketed for speeding or anything else in the Countyline area. I have not been stopped either.

2. The speed limit is 55 MPH from Anita Drive area in Winder to .5 miles before and after Countyline where it is 45, then 55 MPH again until the Subway restaurant at GA124 intersection. I know this road.

Countyline 55 MPH back when it was a much more unsafe intersection, then the DOT corrected the grading (lowered the roadway) and improved the sightline to the intersection, but left the speed limit at 45 mph, BUT they increase the 45 Zone out either direction for 1 Mile SO it would qualify for RADAR to be a Speed Trap. This is fact. There is not reason for the speed to drop that far out from the intersection except to create a speed zone for revenue generation.

Note: Again, there is not even an active school on Hwy211 NW anymore either.

I must be behind you everyday too, because I find a tremendous amount of drivers’ pudding along at 40-45 all the time.
Yes there is the occasional speeder that needs stopped, but that is all over any county, not one place specifically set-up as speed trap.

I am neither old nor young, my reflexes I will put up with best of them. I have driven GA211 everyday for over 2 decades to & from work and home. Family still owns land on 211.

The Black on Black car I saw recent could NOT BE READ AT ALL from several angles. I have pictures of this car, IT IS Truly SNEAKY. It gives a bad impression to the community.

Since you are in the GOB Party I read about, You will accept anything one of your cronies does not matter what impression it gives.

I want to like this Sheriff, I am not sure his actions are developing trust in the community. Too bad, He had potential. I hope a good candidate doesn't run against him, I voted for him last time, but his impression looks bad now.

You complain about crime but the paper is full of people the county arrests every week and not just for speeding as you both complain about. The shady part as you say is the DA and court system that let the same ones go time and time again with probation. The way I see it the Sherriff is locking them up only to be slapped on the hand and let go every time. If you do not believe me check out the rulings printed in the paper. I wish the paper would do a story about that and the deals these criminals keep getting. I dont know the Sherriff personally but it does appear he is trying to clean up the streets but is getting nowhere.

This is the part where you show your true idiocy and lunacy. The reason the speed limit is 45 there has NOTHING to do with making a speed trap and everything to do with that being one of the most dangerous intersections in the county. True the lowering of the grade made for better sight lines but it also opened the way for speed demons to put the hammer down when people are trying to get out onto 211 from either Mulberry rd. or County line Auburn rd.I have sat here and counted over 50 cars going by all strung out at perfect intervals towhere you cant get out unless you pull in front of someone on a daily baisi for 46 years.Although it has only been bad for the last 20.I hope you are behind my 45 mph backside because thats as fast as anyone needs to go on that road.

We all go over the speed limit from time to time , the difference between somebody like me and a speed demon like you is this: Im driving along and notice a well marked police car and it causes me as a natural reflex to check my speed. I think you are probably too old to be driving on Hwy 211 or any other road based on what you say. You apparently have some experiences with DUI since you brought it up.

The State and Federal government has determined the 55 MPH is a safe speed for highway travel, sorry you disagree. Your sneaky police arguments don’t hold any merit either. The law requires fully marked patrol cars be marked and identified for Traffic Enforcement, the law states how large the letters are required, number of time on the car, etc. Our Sneaky Sheriff wants to skirt and bend those rules and deceive the public with his sneaky cars, just like the sneaky defense attorney tactics to get criminals off, black on black, technically they are marked, you just can see that, again the public perception is reality. Next, to bust drug dealers you don’t need a marked police car, so that is no valid argument, most drug sale buys and surveillance is done in undercover non-police cars, (whose the idiot again?) but you need to be clearly Identifiable when you show up in a dangerous scene so the public and police are both kept safe, everyone knows the police have arrived (so the good guys don’t get shot at). I have seen the county parked and running radar on 211 at County Line less than 50 feet from where the speed changes from 55 to 45. They have a spot wore down to the dirt down in the ditch under the trees.

Are you refering to the two K-9 cars the county has. They are black like most other cars and have outlined markings on them. Interesting you have seen those 2 only running traffic when they do not have radars or lasers in them to detect speed. All the new cars or the ones they have fixed have silver or gray lettering instead of yellow which many still have on them and they are the same size and same pattern in either color(per State law as you state). It appears you are trying to make Judd out to be some criminal when if all you have to complain about is lettering then I think we seem to be doing just fine around here. Ahh politics at its best.

As was stated before in a previous post and your statement above that this newspapepr reports the numerous arrests. It looks like the Sheriff is putting them in jail and the DA is letting them out. You need to understand Judd does not prosecute cases and Brad does. Which means they lock them up and this paper reports everyone and the DA keeps letting them out with reduced sentences or probation. Dont believe me just look at their sentences handed down in this paper. No not everything Judd does is perfect and everyone knows that but he has been honest and approachable. More than I can say about the former administration. So if the only gripe about is the color of letters on a car from yellow to silver sounds like you all should find better things to get upset about.

Just because the cops arrest someone does not mean that they can be convicted of what some deppity thinks they did. The D.A. has to be convinced that it it is worth the time and money to go before a jury. This is why some cases are outright dismissed and some plead out. That this happens is hardly evidence of some D.A. nonfeasance. Yes, they report the arrests, often those are traffic & domestics, but they are arrests. I am asking you to confirm your statement “I think we seem to be doing just fine around here." --I think the BJ and others all have provided lots on contradictory information, one prior article in this paper said Barrow's Crime was higher that most of our neighbors...

I think I have seen crime rise, the impression is that we have more crime; I think we are positioning ourselves as an area ripe for criminals to move in to. I want to see visible cruisers in our neighborhood, streets and business centers. I want to BE Seen as a deterrent not hide in unreadable cars (what is this point of those??)

I want people to slow down, Yes, but that is a minor part of the role that our departments need to play, I want my children, neighborhood and home safe, I want a safe reputation for my community. You ask why many potential citizens don't relocate to Barrow, bring their businesses, families and tax dollars for our benefit? Why we can’t attract higher end housing to pay larger portions towards our tax base? ---They get a safer better deal elsewhere, places that have agencies with the Appearance of trust, --and frankly no-one wants to live in an area where the officers use you as a revenue tool, revenue source and that is what most of your RADAR running is all about. It is Revenue Generation, this is about the money, and the majority does not contribute to a safer community.

The cities in Gwinnett have been fighting against double taxation for the past 3 years.
I applaud all the cities in Gwinnett for seeing this thru.
Chairman Bannister was clueless, thank goodness Chairman Nash understands that taxpayers should not have to fund a service that they do not recieve from Gwinnett county.
Property taxes are too high and no one should have to pay double for any service!

as of yesterday the 15 towns and cities back in RADAR business and on TV not one officer mentioned making the roads safer just that no they can get backto getting revenue!!!
they did not even mention since not running radar was it less safe?
