Fifteen months after the forced resignation of Norma Jean Brown, Barrow County is about to fill her vacant post.
Michelle Thrasher, the benefits coordinator in charge of the HR department since Brown’s departure in October 2010, said Tuesday that the county has extended an offer to Charlie H. Felts, the HR director for Valdosta’s city government.
The offer is contingent on a Jan. 10 vote of the Barrow County Board of Commissioners.
Felts has been Valdosta’s HR director since April 2000, and has 22 years’ experience in human resources management in the public and private sectors.

1. No person in the county was qualified enough to hold the position and this man is the only one who meet such requirements.
2. Nobody else put in for it and he was the only person.
Either way, an outsider coming in might be a good thing for Barrow, keeps the local "good ole boys" mindset out and possibly move Barrow forward where we need to be. Then again, he could just be another "Yes" man
