Did Barrow County end FY2011 in the black? County CFO brings encouraging numbers to BOC

For the first time in years, the operating fund of Barrow County’s government may have made it to the end of a fiscal year in the black.

Barrow County CFO Rose Kisaalita submitted to the Barrow County Board of Commissioners on Friday a financial presentation to be discussed at the board’s meeting Tuesday night, which was held after the Barrow Journal’s holiday publication deadline.

Kisaalita said in an email to the newspaper on Monday that her numbers were not final, because the FY2011 audit would not be completed until March 2012. But she said most of the year-end accounting adjustments had been made.

“So I am hopeful that the final figures will not change that much,” she wrote.

If her projections hold, the bottom line is the county could have about $1 million left over from FY2011 to add to its operating “reserve” to cover future expenses.

Let's see...the Barrow Journal found a two million mistake, the BOC raised taxes for next year by a half mill. One million left over this year plus tax increase next year...hold on to you hat for wild government spending with the windfall revenues next year..

you would not have known the BOC did such good job by reading this years news I guess fighting and not spending is better then getting aong and spendding like drunken sailors in Thailand

you are an idiot. Yearwood had nothing to do with this it only happened because like number 5 above said. ALL the crooks were too busy fighting each other to really waste a whole lot of money this year, but Im sure that now that they are aware , then dannyboy will lead the charge in spending for the next month.
The only trueism you made mr. ticked is the comment about kissalita. Indeed we should let soleone else count the money before we have a party.

What? First of all, I'm very happy that the county ended in the black - first time in years, but it's good news. However, let's not start patting everyone on the back yet. Last night the fire chief came before the commission with an $87,000 "oops" to the budget for last year. The commission also approved a settlement in an EEO case last night - no numbers were revealed but I'm sure that cost us something. The commission also approved going forward with capital expenditures last night - now the good news is that SPLOST is supposed to pay for the new ambulances and patrol cars. The bad news is that SPLOST is supposed to pay for the ambulances and patrol cars. Who knows if there will be enough money for some badly needed equipment.

By the way, Ticked Off. Before you attack me again, show your face. I'm so very glad that Danny will soon be back to selling used cars.

cars and ambulances or limit current use and contract ambulance services???? next year for non Goverment is looking grim, where will the county keep getting money from if no one has money to pay the taxes and fines, quit spending spending spending, start conserving what we do have limiting personal use of GOVERMENT equipment. save our equipment for GOVT use not private use by GOVT employees

What badly needed equipment are you talking about? I would say ambulances are badly needed. In case you haven't read the news the ambulances in this county are breaking down faster than they can be replaced. Just a couple of weeks ago there was one that broke down going emergency to the hospital with a pediatric pt. How would you like it if you were having a major medical problem or a fire at you home and you needed that ambulance quickly but yet it broke down before it got there. I would say that buying ambualances and fire trucks that are also constantly breaking down would be a wise choice. Instead of having a vehicle that can not be relied upon not to break down.

Ahh just as I suspected. Good ole Jack crawls from under the rock and calls me an "idiot" for the umpteenth time. Like it or not, yhe current administration has kept Barrow Co. afloat in tough times. Thats a fact regardless of Dannys inept leadership in some areas. Looks like the only idiots voted for a county manager. Fighting doesnt cost me the taxpayer 1 dime. Fight all you want, just keep it in the black. And I already know someone is gonna fire back with the attorney fee bullet. Just remember, Danny didnt cost us all those dollars, all the disguntled and no longer employed, might I add cost us that. Danny walked on all his suits. Now that you mention it, danny boy did cost us big in attorneys fees, your misplaced blame for that against the people who were wronged by him just shows what you are.
No tonly has danny cost us boocoo dollars he has dismantled the fire dept. and replaced it with something that just looks like a fire dept. he would have done the same to law enforcement if we didnt have a sherrif with backbone.When the county manager system styarts next year we will be so much better off because its not just been danny it was also the last one that was in there also .
To think otherwise does indeed make you a bonafied idiot.

Oh well, bitches, you will have plenty to complain about with the new county manager. I hope you get what you deserve creating a new postiion. "Final numbers out in March 2012"????? What???? After watching the so called "budget numbers" crunched more times than a bad box of cereal this past year, I am convinced that no one at the BOC has a clue where the REAL numbers will come in. If you want the REAL budget numbers, call for an outside top to bottom audit, then you will really know the truth about how and where the tax dollars are being spent. Yes, you will have to pay for it, but in the end you will have Real numbers to look at and consider. The cost will be a lot less than the legal fees we are paying to settle EEOC lawsuits created by letting Commissioners run day to day operations......

Don't know much about accounting do you? After the in-house accounting staff does the year end reports, they have a rough idea as to what the numbers will be. BUT in all accounting, there are year end adjustments that can not (or should not) be made until after year end. Once these adjustments are made (if needed of course) and the out side accounting firm (aka. auditors) verify the data, then and only then can you say with certainty what the true EOY balance is.

I know the process, and how and why it is designed to work. The problem I have, is with the "in house accounting crew" that can't seem to get a handle on a real number. Million dollar swings from positive to negative and back to positive would raise red flags with any decent CPA that I know, if they were conducting an audit.
Just because Washington can't get the budget straight, doesn't mean that Barrow County should follow suit. I hope when an outside independent audit comes, it is a firm that has never done a previous Barrow County audit. A fresh new pair of accounting eyes is what is needed here................
