Two women assisting in the illegal operation of personal care homes for the mentally ill in Barrow County were arrested late Thursday afternoon.
Barrow County Sheriff Jud Smith said Narquitta Streete and Priscilla Streete each were charged with one count of giving false information to law enforcement personnel and four counts of being a party to the neglect and exploitation of disabled adults.
Their associate, Marlo Kenneth Yarbrough, who has been in the Barrow County Detention Center since Nov. 12, was charged with an additional count of giving false statements to law enforcement.
The women's arrests followed searches of the two homes at 962 Downing Drive and 1144 Otis Drive in the Cambridge Estates subdivision, which yielded “a boatload of evidence,” Smith said.
Yarbrough had allegedly abandoned four of the mentally ill adults in an unheated home in Winder on Nov. 11 in order to avoid further scrutiny of the illegal operation in the Bethlehem subdivision.
Yarbrough and Narquitta Streete lived in and ran the home on Downing Drive, which accommodated about six disabled clients. Priscilla Streete, the sister of Narquitta, ran the Otis Drive home with about three disabled clients.
A sheriff's office press release Friday said the evidence collected during the searches "substantiated the charges taken on all of the suspects at this time."
The sheriff told the Barrow Journal: “We found documentation of the people that were staying there. We found documentation where they were delivered to them, medication documentation, and lists of people that were there and are no longer there. It’s so much.”

seems the County wanted to get this family and the community rid of the disabled people living there.

I wonder how much the families that didn't have time or patience before are going to try and sue for?

Magistrate Court Judge June Davis on Nov. 1 fined Narquitta Street $616 for illegally operating two businesses out of her home at 926 Downing Drive ¬ – one a barbershop that her husband Marlo Yarbrough operated in the garage and the other a “transition house” for six mentally ill adults unrelated to the family.
During that court hearing, officials learned of a second house nearby at 1144 Otis Drive where two mentally ill adults were under the care of Priscilla Streete, who is a relative of Narquitta Street and spells her last name differently.
Barrow County deputy Yvonne Petty, who works full time in the county planning department to enforce county codes, issued Pricilla Streete a citation, and her case is to be heard in Barrow County Magistrate Court in December.
The fine issued to Yarbrough and Street is a daily fine of $616 for both businesses, but local officials do not know if the couple is continuing to rent the rooms.
No one responded to a reporter’s knocks at the door of either home Tuesday afternoon.
Both homes have been operating under the radar of local and state regulatory officials, and Sheriff Jud Smith said he is very concerned about the situation due to multiple domestic violence complaints in the years before the family began renting rooms to the mentally ill.
Last year, Yarbrough and his were both found guilty of misdemeanors stemming from one of their domestic disputes, and each was sentenced to 12 months’ probation and fined $500.
Because the couple has never applied for a business license or a special use permit to operate a personal care home,
so was it really as bad as it is being made out? or after being told to shut down the business or face more fines was that what the family was trying to do? since the people living there were according to the first story renting just shutting down may have been an issue since there ay have been rental agreements....... I dont see any charges for false imprisonment in the stories so I am thinking maybe there could have been an issue at first house in regards to order to shut down so the family involved did with what little options they had and moved the persons to site not ordered shutdown... just guessing....

I get it now you and the other busy bodies dont have to worry about the mental cases causing trouble cause those PEOPLE are strange acting and after all you dont live in COMMERCIAL area, I am sure since you seem not to want to let people be misunderstoof and have them feel odd it is better to get those mental cases out of your neighbothood rather then have the local MISUNDERSTAND them..... there's a word for that it is called BIGOTS!!!!!! these people according to story were not deemed to be without the ability to make decisions just mentally ill not mentally devoid of reasoning!!!
here I think were people wanting to be part of community have a life, maybe some things went wrong and they become worried not sure what would happen to them and decided being not under someones direct control was more then they could handle, but I do not think for the years or months they lived here prior to this zoning issue the people were complaining they were being heldd hostage or abused, but once the zoning issue came about maybe these folks all involved needed to make some changes and are willing to give up freedom they had.
I am sure the neighbors are very happy now that there are no people in the neighborhood causing them grief..... until I paint my house bright orange that is... nd fly my French fla, of course under the flag of the USA!!! with my yard knomes saluting the flag!!!
I do not know this case but I know that Georgia has some less then stellar care homes that are licensed and regulated, but by standards other then being licenced I find less then ideal, but at least they have a business license, still does not mean I would put a loved one in them let alone someone who I didnt love, I think the resources used for other things rather then helping those who lack the ability to help themselves need to be addressed, I however am leary that the persons in this story lacked basic living skills just needed some foundation not the level of a care home but similar to HHA which comes to peoples homes and is not certifeid just helps people like a personal reminder maybe helps with some advice, I am thinking maybe this was what was the role of these people and somehow people expected the same level for 500 or so a month that cost 5,000. Which the 5,000 is paid out directly and the person there also have no say in whether they eat cereal or whatever as someone said the victim complianed they had to eat cereal, the no food part was mentioned also mentioned was oh they did get them fast food, so which is it no food or some food?
yo throw enough charges at someone who makes 10 dollars an hour and chances are they will plead out to something because they lack the money and fear winding up in jail for making an error in judgement, this case is full of people making claims that in one story are claiming no food where prior one mentioned there was food, no heat where prior one aid gather around stove, which by the way Heat in Georgia cant seem to find a lwa that requires landlords to provide heat!
one story says renting later it says no it is personal care home.... so I guess it is hard when even the stories here change in what is presented and then hold comments more accountble lacking the explianing from the first story to the second and how in the latter stories the claims get greater then in the primary stories???
I also agree that this seems like just nieghbors wanting to get rid of the mentally ill folks and now the neighborhood is so delighted, sure we wont get updates when these folks wind up on the street with nothing but at least we stopped an unlicensed deal, though I think since the people lived there it was more or roomate house mate deal then " a business" at least for those living there, and everywhere you live there are bills and I am sure people dont like paying bills, but they according to the story had a cell phone so the people claiming all thier money was taken may be exaggerating a little bit to make these people seem like they are terrible.
If the zoning issue hadnt forced them to make changes I do not think any of what happened would be involved in the big brew ha ha
