Moreland Altobelli Associates Inc. has apparently missed a deadline for submitting evidence to document the additional work on a study for which the company last month requested another $55,000 in payments.
Commissioner Steve Worley said a committee met Nov. 10 with Tom Moreland and company executives to discuss the validity of the company’s additional charges for an environmental study of the planned West Winder Bypass.
The committee informed the businessmen that the county had been able to confirm the validity of only about $12,000 in additional work due to recent regulatory changes.
But it offered to pay any additional fees if they could provide within three days a letter from the Georgia Department of Transportation documenting any costs that would not have been within the normal scope of work for the study commissioned in 2009 at a cost of $139,000.
County engineering manager Darrell Greeson said Wednesday that he had not seen the requested documentation by Tuesday, which was the third business day after the committee requested it.
The company’s request for additional funds was thwarted by Greeson, who at a previous committee meeting provided documentation such as invoices and project timelines that appeared to show that some of the extra tasks claimed by Moreland were actually in the original scope of work, and also that the county already had paid for services that the company said had not been paid.
Sources said Moreland and his associates left last week’s meeting indicating that their long-term contractual relationship with Barrow County might be over.


Hell anybody , as we have seen , can go to and cut everything like a madman with a chainsaw. What is needed in county government is precesion cutting with a scalpel.
I contend that this board of commisoners has NOT saved the county any money in most matters, if they have in this one then itis purely by accident, but a well timed accident.
A full and complete review of all expenses paid to date for this consulting work should be compared to claims for payment now being made for prior work.
If the expenses are legitimate, and verified, and have not been paid, then payment should be made. If not, then no payments should be forthcoming. If they want to pull out as consultant, then they are free to do so........
