In historic elections Tuesday, Barrow County voters changed the county government to a county manager system and Winder voters sent their incumbent mayor packing.
In Winder, voters elected challenger David Maynard mayor over incumbent Chip Thompson 745-548 (58% - 42%). Maynard beat Thompson in all four city precincts Tuesday as well as in the three weeks of advance and absentee voting.
The vote to restructure the county’s governing authority to a manger form of government was 2,305 (60.04%) to 1,534 (39.96%). The measure passed in all 16 of the county’s precincts.
Turnout for the county’s special election was stronger than expected, with 3,908 votes cast. But that was still just 12 percent of Barrow County’s registered voters.
While Winder’s turnout of 1,299 voters might be a city election record, more residents of unincorporated Barrow County voted in the countywide special election than did all of the municipal voters in Auburn, Bethlehem, Statham and Winder combined.
As one observer stated Tuesday evening, the county’s strong turnout and decisive results show the outcomes were representative of public sentiment.
“It lets us know folks in the county are ready to make a change in the government structure of Barrow County,” said Ray Newman, who served as the volunteer chairman of the Barrow County Charter Review Committee that in June recommended the approved changes.
“I was predicting that if we’d get 10 percent, we would be doing well,” he said, adding that it now is up to the BOC to find someone “with the experience and credentials” to serve as county manager.
The changes do not go into effect until the start of the next BOC chairman’s term in January 2013. BOC Chairman Danny Yearwood, who has openly opposed the measure and walked out of two regular board meetings where the issue was to be discussed, missed Tuesday night’s BOC regular meeting that started as the polls closed. County clerk Michelle Sims said he was at a training conference sponsored by the Georgia Association of Regional Commissions at St. Simon’s Island.
Chairman pro tem Ben Hendrix, who ran Tuesday night’s BOC meeting and was the primary BOC proponent of moving to a county-manager form of government, said Tuesday night that the most important thing about the vote was that “the people had a chance to make the decision.”

I have spoken to the DUI issues in the county, and made a request of Mr. Buffington to publish a list of DUI's in this county over the last 5 years, so everyone has a better snapshot of what is actually going on here when people who exercise their right to consume alcohol on any given day, also choose to then get behind the wheel of a car and endanger the lives of others on the highways.
You can of course say "That one bad apple doesn't spoil the whole barrel". I would agree with that statement, except for that "one bad apple" that drinks in his/her own home, then drives and kills someone else......that is where I draw the line......
Hope this clears up how and why I stand against additional alcohol sales on Sunday. We have enough people dying on our roadways killed by drunk drivers in this country Mon-Fri. We don't need to add one more on Sunday.............sorry but that is just the way I feel about it........

My own opinion is that you won't find DUI's increasing by 1/7th.
Will we move some beer/wine on Sundays now? sure we will, but it will just be more pieces of the same pie we were already selling Mon - Sat.

so I talked to some people who were confused by the wording on the ballot regarding removing full time Chairman, They thought it was just that not removing and adding a fulltime manager, wonder if that referendum was to vague? wonder if Danny Yearwood will challenge it in Court as to what that poorly worded multi part idea really conveyed to voter, well The Newspaper here lobbied hard for that change, I wonder if the new idea goes poof when manager fouls up will they say maybe we shouldnt have pushed this change sorry to our readers!!!
Know the issue and read the sample ballots in the local papers BEFORE you go. If you have questions or are confused, I'm sure the county Elections Office would help with your "confustion". If you don't do that, it's YOUR fault, and YOUR fault alone.
The chairman will actually be able to get out and talk to the people, meet with the industry locators and job creators. Be the ambassador for Barrow County. Actually work with the other board members who all have the same powers and all have a vote at the meeting. Hopefully, this will remove the tensions bedween the chairman and board members.
Let the manager run the daily operations and keep programs started by one administration going until completed or eliminated. We won't be reinventing the wheel every 4 years.
As any election shows, electing the right person is pot luck at best. We elect someone based on the credentials they put forth...not really knowing that person until after they take office and have been there long enough to see how they are going to perform...hiring a manager is going to be similar, however, they will have a resume and previous employers that can be contacted.
It will be along the same lines as when the board of education starts the process to hire a new school principal or superintendant...take applications and check and double check...narrow down to two or three and check again.
We DESERVE exactly what we get based on the fact that the vast majority of people in the county don't care, and I can assure you that the 88% that didn't vote will be the first in the complaint line if things don't turn to their liking.
if they were serious about us voting they would move voting to weekends...but they would rather not deal with the real tax payer and instead only allow the parasites that depend on government to vote.

The right choice was made about a county manager.To those now claiming that they didnt understand....move your dumb ass to florida, you would fit in with the other hanging chads.
Sunday sales... well anytime you give people a choice between morality and immorality they will always dissapoint, but from the pie charts it looks like the same people voted to continue the reign of drunkenness as voted to be rid of thompson and to change over to a manager style system.
All we can do now is live with it all.
