Dear Editor:
I have worked as a Law Enforcement Officer for a period of 10 years.

I have always been prideful of my position and what I have accomplished in life. I am a survivor. I was the victim of domestic violence at the age of 27.
I will never forget the detective describing the crime scene as a murder scene. He said that he had never seen so much blood splatter on a wall without having a murder victim. He told me that I was lucky to be alive. I am here today because I am blessed. I lost the full use of my hand because of the attack against me.
I became a young victim, ashamed of the loss of my pinky finger. I was born with 10 fingers and now I have nine. I am now 39 years old and I feel humiliated.
I work for the Barrow County Sheriff’s Department in Winder. I have worked for this county for a period of over nine years. During this time, I have witnessed the mistreatment of inmates and employees. I have spoken out against this injustice. I have experienced retaliation by the department because of this. I have been denied pay increases and job promotions.
I recently had surgery on both of my knees and was denied sedimentary work. I was told by the department that there was no light duty work available. I had to return to work by July 2, or lose my job.
The shift Sgt. Walker told me that I could sit in the control tower for a period of time because of the surgery on my knees. My doctor released me to return to work under the assumption that I would have limited access to climbing steps. The Assistant Jail Commander told the Shift Sergeant to check off on how I was performing my job. I wasn’t allowed to monitor the control tower. I had to walk up and down steps, which was against my doctor’s orders.
On July 15, I slipped on the tower steps and caused damage to both knees.
I am now experiencing excruciating pain in both knees. All I wanted to do is work. Who is going to hire me now? I am the sole provider for my household, but I am unable to pass a physical examination even if I wanted to seek employment elsewhere.
I am writing this letter to the public so that this injustice will come to an end. I am sure that there are others in similar situations as mine. I am seeking help from the public because I need my job.

i think this is true about the way they treat the inmates. i know a lot of people in there or was locked up there and these things do realy happen we do need someone in there to get these things fixed. if you will pay att: to the officer on the street they get on a back road and sleep. they got a two way to wake them up. the way i know this is a friend of my was going down the road running every bit of a 100 passed two barrow co. cars and they did not do anything about that he done this for a test they had to be asleep. and if you pay att: they will drive the co cars for personal reasons they are takeing are tax money and doing this kind of stuff what dose the co. tax money realy used for by they co. sheriff dept. we need justice on this

This woman Ms. Dillard has not worked for the county for 9 years straight. She is the same woman who tried to defraud the citizens of Wilkes county by running for Sheriff and not living in that county. She is a liar. This is not a surprise, Ms. Dillard uses her family and the poor pitiful me excuse frequently to get herself out of situations. Ther are plenty of other men and women who work for the sheriffs office that will disagree with her. Sheriff Robinson and Major Kogod have done a wonderful job creating a sheriffs office that runs like a family and the deputies can be proud of. Whoever wins the election in November will be glad to have these brave men and women working for them. Ms. Dillard is the problem .

Before the citizens pass negative judgement against the
Barrow County Sheriff's Office, one would do well to
check into Ms. Dillard's past work history. You will
most likely find it to be rather "tarnished" to say the
least. She has either been released or "asked to leave"
several different law enforcement agencies over the
recent years.

Ms. Dillard is only telling the parts of the story that
best suit her needs. She is leaving out the parts she
doesn't want the public to know. Ms. Dillard, if you're
going to tell your story- TELL THE TRUTH!

I love the "wow is me" story. Once again, Ms. Dillard is trying to get Barrow County to flip the bill for something she claims happened at work. Try learning how to walk!I love how she has supposedly witnessed numerous incidents of abuse and mistreatment of inmates and staff, but has never reported them. Didn't she take an oath to potect and serve. I'll bet she never reported these incidents. She is hoping that these claims (lies)will distract from the truth of her trying to rip-off Barrow County and Wilkes County. Try somewhere else.

WOW!! Ms. Dillard your responses are timely and great fiction reading. So, you are tell us that Barrow County just changed your personnel information for no reason? That was the address you gave as to where you were residing. Is your reasoning that BC didn't want you to run for Sheriff in Wilkes Co.? Give us a break. You got caught by the Probate Judge (doing their JOB)in Wilkes Co.. If your version was correct, then, why did you not file a complaint with the state and/or Barrow & Wilkes County's?
Why did you not appeal the disqualification? The answer is simple, you got caught trying to run the game. You're lucky that Wilkes County did not file charges with the state. Oh, what about the fund raising cookout you had. I hope you kept all the names and addresses of those who donated, because by law you are supposed to return that money you illegally obtained thru your bogus campaign.

Whether it is anonymous or not does not change the facts. Your story changes with the wind as does everything else you say. What ever your reasons for wanting to run for Sheriff in Wilkes County are yours, but your fraudulent methods and your false statements as to what really happened are deplorable. Why did you violate your oath of office when you did not report immediately these so-called mistreatments and abuses? By failing to do so you are just as guilty and should be held just as accountable as if you participated. I know, you feared retaliation. From who? Have anyone out there notice that all of the comments posted on the website, make references to what I suppose to be doing and no
comments are made in reference to any of the allegations, wonder
why I didnot report any alledge abuse. I did I followed up with my immediate supervisors.I followed proper protocol that I had been trained on under Lt.Walters administration.He would personally follow up on each grievance that was turned in by an inmate.
I have stated earlier that I will release information during a formal
investigation.How could I protect an inmate when I wasn't able to protect my self from intimidation and retaliation.( let's see
what a private investigation will reveal.(friends of Murruy Kogod
dont listen to hearsay how am I defrauding The County I havent filed
a law suit I just asked for a salary that I am suppose to be receiving . Why dont you come work and make $10,000 less than what
you are suppose to be receiving and maybe you would feel differently.
The way Homeowners are loosing jobs and their homes< who can afford not to work. I am not lazy I am glad that you have witness
my job performance, since I just returned back to work.The
disabilty payment that I received was only $440.00 dollars a week.
It would take almost 3 checks just to pay my mortage payment
but I am lazy and don't want to work ,you say.Why dont you
post your salary evidently you are very please with it. I use GOD
you say well I AM is the reason that I have the courage to stand out here all alone.I have him he loves me with all my faults. I
don't know any body in this world who hasn't did some ugly
as you say, to others.My position requires me to look at people
and not place any judgement against them, my only concern is that
they receive fair and impartial treatment thats required under
federal and state laws.This is the main reason that I am speaking
out.Why make unfair statements against me because I was brave enough to speak out.What if this was you being mistreated would you want me to say the same things about you without hearing are seeing your e
evidence.What if I was your mother, aunt or sister would you
have liked for them to be punish for doing what they felt was right

#7,thanks for clarifying that you are barrow county.I never qualified for the sheriff's election in Wilkes Co.,because the qualifying date was not until 04-28-2008.The News Reporter printed
an article in reference to information receive from Judge BurtonWH
What you dont know is that I had a recording of Judge Burto
How could I be disqualified for the office before I signed any any
paperwork for qualification.(guess what)I did not even try to qualify in 04-28-2008. I had to have knee surgery on 04-11-2008,
So guess what friends of murruy kogod, neither you or Judge Burton or
was the reason that I did not run for office in Wilkes Co. My poor knees were.I never received any campaigne contributions from
anyone.I wish that I was able to have a cookout now maybe I would
be able to pay my bills, and since you seem to have so much inaccurate information about me why dont you be the first
person to purchase a fish sandwich.( Don't patronize yourself)
The citizens of Barrow County have already spoken.

First of all, you are not qualified to be a loss prevention officer at Big Lots. Your only saving grace is your POST certification. You are ignorant and lazy. I have worked for the county for over 6 years and you have not worked there the entire time I have. You left, told everybody at Walton County that you worked for the Marshalls Office(you left out the fact it was the garbage police in Athens) then came crawling back(no pun intended,but funny none the less)to the place that treated you so poorly. I am not a friend of Murray Kogod, however I have seen you with a phone glued to your ear or bragging about your big screen tv's in every room of your home. attention friend of murruy kogod ,it is amazing how no one is addressing the issues of discrimination. A citizen would ask the question of who is this woman ,but you seem to know me.One of your friends made the mistake of making the comment of we only have the
address that you gave us.I do not remember any citizen of Barrow Co
asking for my current address,only the administration under murruy kogod did that.(which proves my previous alledgations)What citizen in barrow co. cares about any references being made in regards to
an out of county election. Most of them haven't even heared of
Wilkes Co.The comments posted only validate the alledgations
of intimidation and retaliation. A concern citizen would address
the issues of inmate and employee mistreatment. they would want to know what is going on at the county. What you seem to forget
these are the same citizens(a.k.a) tax payers that pay our salaries
these are the same citizens who reside in this county, these are
the same citizen's children, mother's, grandmother's, father's
uncle's, family and friends that are not receiving proper care
under this administration . I started with the county in 1998
before this administration came on. I have never had a problem with Sheriff Robinson, I have been retaliated on by this administration
under murray jogod because of mistreatment that I receive from
one of his family members.Did any of the annoymous writers
comment on that, (no) did they tell why I left Barrow County in the first place since they so eloquently make reference to me
and my employment tenure.Did they tell that I was forced out because
I told about alledge employee abuse.What I have suffered at the hands of this administration would fill up a book. I just documented
and prayed that they would just leave me alone and let me work.

that is exactly why I chose to speak up.I knew that Barrow co
would try to protray me as someone looking for a hand out thats
why I revealed a painful past.I wanted the public to see just how cruel these people are.I returned to work 12 years ago after loosing
being almost stabbed to death. I did not ask for a handout then
I don't plan on starting now.I had no prior complaints against the
Sheriff's office until this administration assumed control of
the jail.I have to work with the family and friends of murruy kogod
check the employment records, so who is there to complain
to without being intimidated. This is why I complained to the
public.I had no one else to complain to, When your abusers
are your supervisors.I have filed charges with a state agency.
While this administration is making false allegations into my employment, ask them how they are allowed to teach at Lanier Tech
on their (taxpayers paid salaries) and still receieve the same pay
from the county. (Who is cheating Barrow county now) check their past employment at Hall County and Clarke County. We will see who has a tarnished past.

the fact that you have already said the Probate Judge from Wilkes County Called to verify your place residence which is what theydoverify one's eligibility to run for office. It does not take a rocket scientist to figure that out.For someone who claims to be the victim of so much retaliation by this so called administration, you have yet to provide proof. Fowler asked me to return to work with her at Barrow County.
you see the lazy worker,that was a shift supervisor,inmate worker supervisor,ordered supplies for the inmates ,I mopped ,swept floors
did windows,distributed mail and worked booking. I left and all of
the suddenly someone missed my lazy self. I think the Detention Center has at least 3-4 officers doing the job that I did by myself>
What you failed to mention was that I never had a problem with Captain Fowler until you kept running in her office telling stories
on other officer's.I refused to write up and officer on my shift

because he tried to get me out of the situation at the jail with
Capt.Fowler.I tried both times to help(guess what)white men

statements. I returned to work for the county under the Work Release Center not for the sheriff's Office and guess what the public is aware that the WRC was not under the control of the Sheriff"s office
until 2006.I had no problems with my knees when I worked there but t
I was moved from the position at the WRC, I did not ask to transfer to the jail.I hope and pray that you never have to be subjected to the cruel treatment that I have had to endure.I would make sure that my dog receives proper medical care. One thing to remember my

I see, all else failed--so lets pull the race card. I can recall when the S.O. took over the WR and you attended the meeting(late as usual)you praised the S.O. for taking over and spoke very harshly about Mr. T.who was incharge at that time. I also heard you speak of some of your other employers and how they were out to get you when you worked there. So, it is no shock to me to hear you trying to trash your current employer when you couldn't get one of your scams to work. I have no bone in this fight, so whatever happens with you doesn't matter, but as you say the truth should come out and judging from the responses it is. Oh, and by the way, the Marshall's Office in Athens wants you back--HAH!

Maybe you should consider selling some of those big

I felt compelled to respond on this topic.

First of all, this is the second such incident reported that has come across my radar on Barrow County, it's jail, and this Kogod guy. I did not vote for him based on the reports of what had happened to the officer who went off to Iraq only to come back and have Kogod obstruct him from taking his job back.

Servicemen have always come home to their jobs. I certainly expect private companies to comply with it when people return from serving us. So, to ask if GOVERNMENT departments should do it is a no brainer. It is utterly appalling to me to think that a government entity, paid for by taxpayers, is obstructing servicemen from coming back to their jobs.

Now, there is this report. I don't know this lady. But I know this. It is against the law for a company, and again...a GOVERNMENT ENTITY PAID FOR BY TAX DOLLARS...to do what is alleged in this accusation. You can not do this. It is against employment laws. The lady needs to contact the EEOC and let them know what happened to her. She also, if she isn't lying, consider contacting the Attorney General's office for the state of Georgia. Just let them know what happened and they'll tell her from there.

Finally, the kind of remarks that are being made on this page about the lady are disgusting. The webmaster here should take a hard look at what they allowing on this page. Everybody who passes a Barrow County sherrif's car, after reading this stuff, now has another train of thought going through their head. All of these "annonymous" postings are coming from people who work and interact with this lady everyday. The webmaster needs to consider what kind of stuff can happen when things like this get on the net. This is a small town and a small county. There is a line that needs to be maintained on letting people voice opinions in honor of free speech, and letting people vent what they'd never say to another's face, which can cause damage.

Get REAL. The ex-vet -- did you not wonder how a disabled vet who has been unemployed managed to have the monies to mail out hundreds if not thousands of flyers? Trust me, It was a pretty chuck of change! And if you bothered to notice the return address, it wasn't even a Barrow County address -- I think it was Banks County.

As for the lady (sic) who was fired from the sheriff's office. It doesn't take a rocket scientist to realize she's just looking for a paycheck without working.

I don't care what county the vet lives in!! Geeze buddy. What I care about is that the man went over and served you and me, in hazardous duty yet already! What I care about is that his accusations say that he was promised one thing and was given quite another. Furthermore, I don't care if this man has money to make a flyer. What I do care about is the accusations that agovernmental department, using taxpayers dollars, may be discriminating against a vet and another person who has health issues. There are laws on the books dealing with people returning to work after surgery, illness, etc. There are laws about vets. The Sheriff's office, of all places, better be abiding by those laws.

You are absolutely correct, there are laws to protect employees with illness, or even when returning to work. Those same laws protect the employer too. But those laws do not protect you when you attempt to defraud the system. Get the facts, and I will bet you that you will be disgusted with her attempts to win you and every honest person who has worked or going to work. These are the individuals that should not receive my tax dollars for salary. Regardless of you sympathy for a sad story, honesty is the best policy and honesty is not in her vocabulary.

You really must research the facts. First, the poor veteran was an individual who has been in law enforcement for several years and got caught giving contraband items to inmates. This is a major violation and can not be tolerated. It compromises safety and security not only for staff but the inmates. His status as a veteran was his ploy to win sympathy. Do yourself a favor and open record act his personel file and be properly educated. Even the US Dept. of Labor said he was not telling the truth. The residents of Barrow County as well as all citizens in Georgia are better off with him out of Law Enforcement.
As for Ms.Dillard, how many times do you change your story so you can fraudulently get money from your employer.
Get the documented facts, not what you read on the web and be informed.

Has anyone checked her timecard to see just how much she has worked for the county in the past 2 years? Or if she has worked for the county since 2006? I think this is another ploy to make the Cureent Sheriff's Office look bad. There will always be a few disgruntled employees that work for an entity, but dont judge that entity on just 1 or 2 persons. Intimidation and retaliation.. If it was so bad, WHY did YOU stay so long? Most persons would have moved on and found a happier enviroment to work in.

I know this story is probably old news, but I'm new to Barrow County and have been reading up on some of the happenings in Barrow county online. I find it interesting that even I, granted I have a diploma from UGA, know that MurrAy Kogod is how you spell his name (not MURRUY as she has typed at least 4 dozen times over). I mean, any idiot that lived in Barrow county in the last calendar year should know that, considering it was on thousands of yard and street signs during his campaign. Forget about the fact that what she may have done was wrong, her outreach for a job is pretty silly at this point too because she has proven she doesn't know how to spell, do a spell or grammar check, or defend herself without any bias. It is frustrating to move to a place where people that desire to be elected officials can not even type, spell or make any sense. We're not asking her to develop a cure for cancer here people....
p.s. just noticed that this program DOES the spell check for you- which makes it even more lame.
