In an unprecedented move that could dramatically affect the outcome of both city and county elections in November, Winder city officials are challenging around 40 percent of the town’s registered voters’ eligibility to vote. Around 2,100 city voters' registrations had been challenged as of Tuesday, and officials say the total number could reach 3,000 of the city’s 7,400 registered voters by the end of the week.

The lopping off of 40 percent of Winder’s voter list has large implications not only for the outcomes of the contested mayoral and council races, but also for the countywide special election being held the same day to determine the future role of the chairman of the Barrow County Board of Commissioners. With few contested municipal races outside Winder that day, the largest single pool of voters on Nov. 8 is expected to be in the county seat.

Making the matter more complex, voters whose names have been stricken in error have only until Oct. 11 to fix the problem by registering again to vote. But they may not be notified until next week. Any still on the "challenge" list who show up to vote in November without having re-registered will vote a provisional paper ballot. Only after the election will the problem be sorted out, officials said.

There also are serious questions about how Winder handled the deleting of names. Among those who have helped cull Winder’s voting list are Mayor Chip Thompson, who is running for re-election this year, and the husband of a city employee who was given access to the city’s utility database that contains the personal financial information of many city customers.

Read the full story in print and that should answer your questions. There are, at this point, no issues of illegal acts that I know of. Questionable handling, yet.

The response on the city's website tells me one party or the other is either exaggerating or misunderstanding something.

I don't want to think you're blowing something out of proportion just to sell papers (you seem honest enough), but responding to the response in full online would help dispel that concern.

I wish I had not found this site. I am so angry. Why would the Journal have to try to sell papers on this topic. Danny Yearwood sells enough for both papers in town. The Journal, thank God, does not have to cut the facts to save on advertisers.
Makes a difference when it is family owned and some values come through rather than owned by a corp. from ten buck two that only sees $.

What does a large amount of utility turnover have to do with requesting a Voters list? NOW I realize in Winder, Ga. we use that to check out our voters. So in July( they the city) requested a list of voters. Why not in June when sabrina, as she admitted in the paper, was questioning the legalities of Cooley running. Why not in May? or April?.
Now you tell me if that does not sound politically motivated? and give me a break, the horse ---- spin they were able to put on this last night till today still has enough holes to sink a ship. We, are not stupid!!!!!!!!!!!!!!!

I have a driveway in which the asphalt does not touch from the road due to the snow removal in Jan. i ride down a road that is half paved and half not where they fixed a busted water pipe in Feb. I have not been able to get anything done. Now I know why? We are all so concerned with getting re elected, we don't have time for anything else.

After viewing the list, my mother-in-law's name has been removed from the list. She is still alive. My father-in-law is dead but name isn't mentioned. i should say however, the city bills were in his name. Is there a protocol to correcting this.

I'm pretty sure I know the city employee who's husband had a part . He was recently out of a job and was always hanging out at city hall !!! Yes the city clerks husband. This may cause her to lose job !! She is stupid for doing anything Out of line because you know she's a secretary with a high school education that's making over 70,000.00 per year !!!! Really !!! Hopefully, when NOT if, David Maynard is elected he will realize that the city clerk, human resource and finance director are all unqualified, yet, make the salaries of a high compenent person. The city could save so much money and save face if they would realize that Winder needs a change and not just in Mayor or Council.

My daughters name is on the list and she just registered in May when she turned 18...hasn't had a chance to vote yet, but she does know who she's voting for...Mayor=Maynard council ward 2=Cooley and at large=Tim Bolt. This is the type of politics I'm trying to stop!!!!

I have mixed feelings about this whole thing. Either they were so inept and ignorant or the persception as to try this process, or they we brazenly about what they would consider above the law.
There has to be some that were broken here with all this mess. I am still pissed about my records being available.
Everybody knows about Charlie and has for years. We just like him and then we have one riding around in a van playing PI. Tell me what are doing here folks?

There is NO doubt we have to get Thompson and the rest of his "zoo crew" OUT of office? But, Is Maynard the right man for the job??? Yes, he is a very nice guy, but he is a BUILDER, his brother is a greedy slumlord, his son in law is Buddy Ouzts grandson, and he has NO experience!
It is my belief that if Maynard is elected OTHERS will actually run things. He is such a nice guy that he will let people "bully" him, and that is NOT what we need.
Again, I DO like David, and no doubt he is an honest and upstanding individual, but the components that surround him = a train wreck waiting to happen!
On Topic I see MANY people I know on this list, ALL of them are residents of Winder, alive, have always voted. However, I will say I do see a similarity between some of them: They are linked to Maynard as voters for HIM. One friend's name on the list graduated with him, another's daughter was best friends with his daughter, and so on and so on.....

Come on Folks, This is a SMALL town. Everybody knows Everybody! It wouldn't be very hard to sift through the voter list and figure out who is likely to be a vote for Maynard.....

This is rotten to the core, and I hope The Barrow Journal will get to the bottom of this and those people that did this will be punished!

Well, I paid my quarter and looked at the list and read the article, and like someone else said its either that the city officials are so inept and stupid that they didnt know they were doing anything wrong or there is really something going on. Im sure it will all come out in the wash , but either way . Its time to get rid of these elecetd officials and city employees behind it.

This is a sticky issue. The Secetary of State is now involved and that office has several options. The worst of which is delay the election until the investigation is over. The city council , which oversees the mayor, can force the issue but they don't have enough votes to remove him nor the clerk. Put pressure on the council - that's who can solve this issue. It seems the mayor and clerk were acting without their knowledge.

Read what the govenor of North Carolina thinks would help the country, after the uproar caused by her remarks , her staff tried to say it was all just hyperbole, but its not, shes a demorat ant this is the kind of thing they want.

These are city voters, but if their name is taken off the list it would also affect their ability to vote on county, state and national elections. That is our understanding.

Given the serious issues raised about this process and the very short time frame for people to respond and clarify errors, and the importance of the upcoming voting, if I were Winder officials, I'd withdraw all the 3,000 or so challenge names and wait until after November elections to try and cull the list. In short, put everything on hold so as not to make a big mess an even bigger one. But hey, city officials aren't exactly asking for our advice today.

If you use a little common sense the criteria they were using with the utility database makes no sense at all. You can have spouses and children who are voting age and live at the residence, and should be able to vote. This really does seem like there is something more to this. I do not see how this can even be a legal criteria to exclude voters.

EVERYONE take a look at the list, and PRIVATELY email Mike Buffington names of City voters that you KNOW live in the city, and are eligible to vote. Put an asterisk beside their name if there is a substantial reason to believe they would vote for Maynard.

Believe me, The Barrow Journal will do the REST!!!

Let's pitch in and do a little of the leg work for them. They will bring the TRUTH out! This is absolutely ILLEGAL!! What about wives whose water service is in their husband's name??

I called SIX people on that list that I know, ALL said they had NO idea why they would be on the list, ALL said they vote, and FIVE out of six said they were going to vote for Maynard! The other one was undecided.

I think unless a person is a city employee they shouldn't be allowed to have acsess to any city records. It doesn't matter if the husband was helping his wife work. I'm pretty sure this could be a privacy act matter.

"Ms" and "Mr." Doug Wall do not even live in the city limits. What was her reason for using him "unpaid"? There were thousands of other citizens within the city that she could have randomly chosen. Also, my name is not on my water bill, just my husbands and it has been that way for 23 years. Why did I not get on the list?

Also, as a citizen of Winder, I feel violaded that "Ms" Wall's husband had ANY access to my husband's account. She said he didn't peek, REALLY??? Were you sitting in the office with him the whole time (wasting citizens money as you are so pronged to do) monotiring his every click??

Denying is lying. There is no way it took 2 years to spot any issue with utilities or voter lists.

Per me, I really don't care for Per Sec. of State and city attorney telling you it was not illegal for anyone to see my utilities... and I have full intention of contacting both on Friday. One voice maybe, but it is mine and so is that utility information.

Hey Sabrina and Chip, I have about 12 people to come help you guys on those city computors and if you don't have enough, we'll bring our laptops and a roter. We will go through those accounts for you. Per Sec. of State and City Attorney, we are all volunteers.
I am sure that will make the residents of Winder as happy as we are with YOUR volunteers.

Would these records have helpful with records for 2 years worth of "utilities"?
I know you can not use them all the time as they are taken every ten years.
But if you were really only interested in names and this would have provided those and ages.

The city of Winder's response shows everything that is wrong in the city and county. They want to attack the messenger. If it is not brought to the light of day, then it is not an issue.
One other thing. The other so called paper has not said a word about this situation. It must be like Jennings said months ago, the chamber has control over what they publish.

Shame on you, Chip! I worship with you and i know you know better! You'd recover a lot more respect if you'd just say the obvious....you messed up.

You admit to personally culling voters in an election you're running in???? What were you thinking??? Although there's never a right time to do the wrong thing, it's never the wrong time to do the right thing. I want to keep you as a friend and I want to trust you as our mayor but you're making it awfully hard.

50 root comments. This blog system does sub-comments like a legal document. So a reply to #50 is #50.1, and a reply to #50.1 is #50.1.1.
