A last-minute solution to Barrow County’s budget problem for FY2012 appears to have been found.
Following questions raised by the Barrow Journal about the accuracy of the tax revenue projections in the proposed budget, county officials on Friday reexamined the numbers and confirmed that they are understated by $2.1 million.
As a result, instead of a $2.9 million revenue shortfall, the budget at the current tax rate has a shortfall of $805,655. That will mean a tax hike of around ½ mill rather than nearly 2-mills as previously proposed.
According to an email that CFO Rose Kisaalita sent Friday to the BOC, that shortfall could be covered by raising the current tax rate of 10.338 mills to the “rollback” rate of 10.930 mills.
When the tax digest goes up in value, the state requires a county to lower its millage rate to a level that keeps tax revenues constant, and any rate above that is considered a tax increase. But when the tax digest shrinks, a county may "roll up" its millage rate without it constituting a tax increase. The reason is that although the millage rate goes up, the lower property values offset that increase.
The Georgia Department of Revenue refers to the rate as a "millage rate rollback" regardless of whether it goes up or down. But when the rate rises to accommodate a reduced tax digest, the Association County Commissioners of Georgia calls it a "roll up" rate.
Barrow County’s recent countywide assessment reduced the assessed values of every property in the county. That dropped the net taxable value of the tax digest by 5.5 percent and at the current millage rate of 10.338 mills would result in the loss of more than $900,000 in property tax revenues during FY2012.

If you want local favorites to run things, you pay a price for that. If you prefer to have a professionally run county, you then need to seek out individuals who the professional expertise of having run public entities and the credentials (degrees) to confirm that they know what they are talking about.
As the Fram filter commercial so aptly stated: "You can pay me now, or you can pay me later." Same applies here. Put up the funds for a well-run county that attracts businesses and homeowners, or go on the cheap and let the used car salesmen of the world run the place into the ground. The choice is yours Barrow.
Which do you choose, a county you can be proud of, or one that is ready made material for "Saturday Night Live"?
Relevant experience is all that counts.
I would certainly pick a candidate with 5 years of actual experience that has proved he/she can do the job over an individual with only a degree in Public Administration. But...if the choice was a local with "connections" to the good ole boys or a degreed individual; I'd choose the person with the knowledge and degree hands down.

Let's say that the BOC had voted on the millage increase last week, increasing it by nearly 2 mills. After the tax bills go out, the error is discoverd or revealed...either way, we now have an additional two million bucks in the county coffers. Well, now we don't have to lay off those additional employees we were planning on cutting.
You think you would have heard about the mistake later if it had not been discovered by this newspaper? Heck no. Toward the end of the year, Yearwood would be patting himself on the back for doing such a good job managing the budget that we now have a surplus without laying off anybody. Now don't get me wrong, I think Yearwood is too stupid to think that far in advance, the results would have been the same. Although the motives were there to miscalculate for the reasons I stated here...just a theory, but possible.
Barrow County, do you want to see prosperity again?
Do you want lower taxes and better services?
Do you want a top notch public safety department?
Vote Danny Dumbwood out.

As far as the 7 million dollar cow pasture, that one is not on Danny either. While I agree it is past time for Yearwood to go, he has taken alot of heat over things Garrison did!
