Former Barrow County fire lieutenant Todd Orr decided minutes before the start of Wednesday morning's Personnel Review Board hearing not to go forward with the appeal of his January termination from Barrow County Emergency Services.

Orr and a relative were inside the hearing room at the county government’s administration building, but left just after the arrival of a reporter. Orr reportedly did not want any news coverage of the hearing.

Jim Litchford, the board’s chairman, called the meeting to order at 9:38 a.m., and the county’s legal counsel, Thomas Mondelli of Jarrard & Davis LLP, then announced that Orr had told him he was not going to pursue the appeal.

“Mr. Orr informed me before the start of the hearing that he no longer intended to proceed with it,” Mondelli said. “Before I could ask him if he wished to stay or make a statement to the board, he immediately left the building.”

Mondelli then asked the board to deny Orr’s appeal and the vote was 3-0, with Litchford, Bob Akin and Roger Murphy voting in favor. Two members of the board – the Rev. Alfred Hazel and Coleen Jenkins – were absent.

The hearing ended two minutes after it began. Left sitting in the audience were two employees of the Barrow County Sheriff’s Office. Investigator Lisa Farlow was the lead investigator of the Dec. 25, 2010 gun incident that sparked Orr’s termination, and investigator John Petty had processed the crime scene.

How can this happen? I mean, Orr is such a dependable, sober fellow. OTOH, in the "appeal," they were probably so timorous that they barred him from stating his case while waving a deer rifle in one hand and gripping a bottle of likker in the other.

Touch a nerve? I am sure the Orrs are a wonderful family, but Todd is a rotten apple who shot his daughter and caused her to lose a limb and now has threatened his wife. Sounds like a real swell guy. I will make sure I supersize my fries once he starts working fast food, as his career as a public servant is over. Course he could become an extra for the upcoming Hobbit movie or could work at Christmas as Santa's elf.

You are sos right. Mr. Orr had a great career here and helped many a person. Standing in the road with his boot for kids with burns is the only thing I think of when I think Todd Orr. He made a very bad mistake and paid for it. He will live with this the rest of his life. I thank God for Mr. Orr. Thanks

Getting drunk and wrestling with a loaded weapon is hardly an accident. It was immaturity and stupidity on his part and he should have been jailed, but alas the network saved him. As to the johnson measuring contest you insist on - while he was "saving others and putting his life on the line" blah blah blah - Well let's see - I am on year 18 of a military career and my last 4 deployments since 2001 have been Iraq, Iraq, Afghanistan, and Iraq so I am not real impressed with the munchins resume. I would take the very few fires over his career over my 4 years, but to each their own I suppose.

ok, I can't sit on the sidelines on this... I don't really care about what is going on with Mr. Orr... I think it is a sad situation, and other than praying for him and his family, it is none of my business.
I would, however like to stand up for my "John Jay", even though personally you probably don't need it.
Mr. Jay pointed out his record in direct response to a "Ken Reeves" who came out and said "What contribution have you made to this county for the past 30 yrs like Mr Orr has done". He was merely pointing out tht he also has served, and continues to do so... I don't see any problem with that, and I praise him as well as Mr. Orr for their service.

John, I read your post and the others before it. I am also stumped as to why you bring your honorable record into this. I dont know what difference it makes other than you are saying you are a braver person than Mr. Orr is. He was wrong, no doubt about it, he had a honorable hsitory, and you have a honorable record but what does it have to do with Mr Orr? I have you beat on years in service, and tours, so does that make my opinion better than yours?

Mr Orr will pay for his one mistake for the restr of his life. I believe in forgiveness even though it is not my place to forgive him because it is none of my business. He seems like a good man and made that one horrible mistake that changed the life of himself and his family. Give him the break he deserves. I see no reason for him not to work as a paramedic or firefighter again. I would not object. He needs to work to support his family and obviously he was good as his job. Alcohol changes everyone and you can do strange horrible things while under the influence (remember the horrible DUI this past Saturday). I wish you were not such a vindictive person, JJ. You would feel much better to let all the bitterness and meanness go.

The official press release from the Georgia State Patrol (quoted in multiple news stories) clearly states that alcohol (on the part of dead Varnum) is suspected and that a blood alcohol test to confirm the same is pending. This will take several weeks. However, for reasons of your own bias, you continue to post that blood tests taken at the time of the fatal incident were negative. You have been corrected on this status several times (by former and current LE), yet you continue to spew false information. Therefore, you are liar!

As for the results, how many times do you have to be told that the GSP says blood alcohol test results take several weeks? But, for the sake of argument, please refer to a document, press release or any OFFICIAL source (which excludes your own deluded rants, crystal balls and tea leaves) which states that decedent Varnum was 0% insofar as BAC.

Would you post a link to the document that shows the result? Could you scan it? But, seriously, how can you claim to have seen the results when an authoritative source, the Georgia State Patrol, says the results of the BAC test will not be available for weeks? And, BTW, I love the story about how he saved beer cans for his little brother. That's soooooooooooooooo sweet. I can't play with you any more right now, Beth. I'm due back on planet Earth.

Maybe you are the one who needs to go back to school and learn some social skills. I read John Jays posts and first I want to say THANK YOU to him for his service......

Now, he can brag on his military service if he wants because he has earned it. And it is his service that allows all of us to post in here as freely as we do....

The reason he brought it up was to say that Mr. Orr giving 30 years of service doesn't mean crap when you do something stupid like he did. He should have been more responsible, but he wasn't. He made a mistake and he is paying for it. It is nobodys fault but his own.

But you people who are obviously friends or family want to try and justify him and stick up for him and want to rag on anyone else that says something negative about him.

I am not going to say anything bad about Mr. Orr, all I am going to say is what John Jay said which is no matter if he saved lives for 30 years or not, he made a big mistake and has to suffer the consequences.

Oh how I love some of the people in Barrow County..... LOLOL
