Two months after avoiding a felony conviction in connection from a 2010 Christmas Day shooting that led to the amputation of his pregnant daughter’s arm, former Barrow County fire lieutenant Todd Orr is under a new investigation for allegedly telling his estranged wife Saturday night that he should have blown her head off.

Meanwhile, Orr recently appealed his January termination from Barrow County Emergency Services and the Barrow County’s Personnel Review Board has scheduled his appeal hearing for 9:30 a.m. Wednesday.

Orr has not lived with his family at their Moon Bridge Road home since the holiday incident almost eight months ago. But according to a Barrow County Sheriff’s Office report, his estranged wife felt he had slipped back into the state of mind he was in prior to the gun incident; so she gathered five family members Saturday night to attempt a telephone “intervention” to convince her husband to get professional help.

Instead, those family members listened by speakerphone as Orr complained about statements he had read about himself on Facebook. It was during his second angry call around 11:30 p.m. that he allegedly made the ominous statements to his wife.

Those statements, as described in the deputy’s report, were: “This is my f--- house, and if I want to come home, then I will, and no one can stop me… I can come home tonight… Instead of trying to shoot myself before, I should have blown your f--- head off a long time ago.”

Sheriff Jud Smith told the Barrow Journal Tuesday morning that Superior Court Judge Currie Mingledorff late Monday afternoon approved two Temporary Protective Orders requested by Teresa Orr and by Tiffany Orr Thomas, the young mother injured in the 2010 shooting. Both TPOs were served on Todd Orr at 10:30 a.m. Tuesday.

Smith said the investigation of the latest complaint should be completed by the end of the week. He said he would confer with District Attorney Brad Smith about any new criminal charges. The case also will be referred to the county’s probation office.

Orr is on 24 months’ probation following his May 26 pleas of no contest to two misdemeanor counts of reckless conduct in connection with the first incident. He also was ordered by Mingledorff in May to obtain evaluations and treatment for any substance abuse and mental health problems.

However, because the felony charge was not prosecuted, Orr continues to be licensed by the State of Georgia both as a firefighter and as an emergency medical technician.

Hell I shot at a coyote on my own property and I got in more trouble than this nazi.
Pull a gun on your own family and causing injury. What a coward.

I hate good ol' boys -- unless they are my "brothers." The defenders of this should-have-been felon remind me of the recent Varnum affair a/k/a the case we aren't supposed to mention -- anymore. The moral of the story is: When you get drunk and shoot or kill folks, there are always shysters & loons that will defend you.

THIS bears NO resemblance to the "Varnum" case. That one has been ruled an accident, and the tests revealed there was NO alcohol in his system. Please stop posting and embarrassing yourself, and further hurting his family.

Beth, I know your clouded by personal feelings, but Varnum was known to drink ask his family. Now it might be an accident, but when he was ejected and is not breathing, he cannot blow into an alcosensor or a reading so blood and urine are left which takes weeks, I know, I was a police officer on a DUI unit in a previous life

I would just like to say that I think putting a family's personal business out in the paper is so unnecessary. Even if all of that did happen, it is no one else's business. This family has obviously been through a lot, so in my opinion everyone should just butt out & let them deal with their issues privately.

That may be so, but no one is better than anyone in this situation. Sorry. I don't think any of these comments are "questioning" what you say, do, or feel. I just don't see the purpose in including situations that were private. That's the point I'm trying to get across. Not the story itself, but some of the information that is being put out. How would you like it if someone wrote an article about YOUR family & things that happened in YOUR household? Exaclty, you wouldn't. That's all I have to say. Thanks for your time.

As a parent and educator in this community it saddens me to see such ingnorance. "Above the law?" This man has physically and emotionally tortured his family. Jail in my opinion is too good for him. This so called "Good ole boy network" makes me question if this is a community in which I want to raise my children. I also highly doubt that anyone in Barrow county wants "YOU" as a spokesperson for us. God help you and he!

With all due respect, I know its this papers business to report the news. And frankly they do a good job. But this report only stirs up more controversy and gives this county another "black eye". But it does allow for good debate. As for snews comment, If you don't want to raise your children here, move out. I could say the same thing due to the fact you educators can't seem to pass AYP. Fact is this is a family matter. He just happened to be a public employee. Happens in all other small towns the difference is they don't have a newspaper that is as aggressive and through as the Barrow Journal. Seems like the citizens can't seem to do anything about the politics, school system, city and county issues, and even peoples marriages. At least the Barrow Journal is calling them out. Sad when a community on has anewspaper for accountability.

I like the Journal for their openess, but I cannot remember any other newspaper that puts out personal situations like it has been done. Gwinnett Daily or anyone else does not continue to put peopls private life in the paper. But, I will say it shows how messed up the county is, in this case Orr proves he has issues and should not be in a position to represent the county in any capacity without seeking help.

I totally agree. It is a family situation. And even though he is a public employee, I still believe that this could have been dealt with WITHOUT all of Barrow County knowing about it. What is the purpose of publishing a story like this? People can live their lives without knowing all the things the Orr family is going through. The fact of the matter is the paper just wanted a story to publish, so they published the first thing they could get their hands on. It's unnecessary & hurtful. If they wanted everyone to know they would've PERSONALLY gone to the publisher & asked them to write about it. Did they? No. So therefore, this paper has now put out information that no one else needed to know but them. No one needed to know about the TPO's or the phone call. I'm pretty sure you would hate it if the local newspaper published a story on a personal family situation. Take that into consideration next time the paper wants to write about someone else's family..

The burden of proof would be on the [allegedly] slandered party to prove that (a) the remarks as transcribed by the police are false, (b) that they defame the plaintiff to the point of causing harm/damages, (c) that the defendant actually uttered the remarks. Buddy boy, you are a LONG way from proving that oral defamation occurred. And, that is why that careless remark was deleted from this thread. If Orr wants to file a suit for defamation, he certainly doesn't need any help from his fans in this peanut gallery. If he doesn't like his "private" dirty laundry being hung out to dry, then he needs to stay off the police blotter.

This is not a private matter. When a crime is committed, especially by someone in a public position, it is news. That the same person has been involved in two incidents, one of them very serious, it's news. Mr. Orr is appealing his firing; he's still in the public eye. In light of his past, and other recent tragic events, this situation is very much in the public domain. We will continue to cover this situation. It may be sad and tragic, but we won't cover up for anyone, period.

Mr. Buffington is right. Mr. Orr is appealing his firing, which makes it the business of the citizens of Barrow County. Regardless of the intended victim, Mr. Orr used a gun to resolve a problem. And, according to reports, he was under the influence of alcohol at the time. The TPO indicates that his problems have not been resolved. Do you really want someone with unresolved anger/drug issues responding to a call at your home? Can you guarantee that the anger and alcohol would "only" be directed at his family? This matter involves public safety and should be reported.

Alcohol was NEVER a contributing factor in this accident!! He was well below the legal limit..It was a holiday,when its pretty normal to have a drink,and Mr Orr was off duty at the time...He has served this county faithfully for many years.As well as saved many lives.People should be at least fair and realize there are always 2 sides to this story,which is a family matter and none of anyone esle's business

It isn't the papers job to display personal issues, however there have been major reports lately involving domestic violence. A wife was just murdered and Mr. Orr's situation left a person with permanent disability. If there was no desire for this to be public maybe people would choose to cease engaging in behavior that cause deputies whom are on our payroll,complete incident reports that are public record,for investigators we pay to persue charges or TPO's to be petitioned for in a public building we pay for and heard by a superior court judge that we pay,and then to be given to deputies to serve the civil papers on our payroll,burning gas in our crown vics on our roads. Mr. Orr has cost our county and courts hundreds of thousands in man power and operations and just imagine what the up coming murder trial will do to our county and court operating cost. I agree completely. The Orr women are such strong, amazing girls. They've been through so much & are still strong as ever. They have never once wanted people to feel sorry for them or go around telling everyone about everything going on in their life. Everyone should be respecting them & have nothing but good things to say about them. If you don't have anything nice to say, don't say ANYTHING AT ALL. I appreciate it.

Lets try to remember the children. Three beautiful girls has to live with not only what happened in their family but they have to hear and read all the rude comments. They have to listen to the gossip every day of their lives. They just need to be allowed to heal and go on with their lives. No matter what that is their father and the words are hurtful to them. I'm not condoning I am saying my bringing it up repeatedly is only hurting the family.

It's obvious that there are some issues Mr. Orr needs to resolve. Do I think he should be reinstated, no. Do I agree with all these hateful comments, no. I agree this is news, he WAS a county employee who WAS seeking reinstatement, but decided against it - for what seem to be obvious reasons. But - sit back, take a few moments and think - have you ever said something you regretted? Maybe not the degree it's alleged he took it, but we've all done it. Unless you're there, unless you hear the statements - you only know what you read. I've seen pics of this family taken very recently and they give every appearance of a family trying to work through a tragic situation. Let this family deal with their issues without all the crappy comments about what a "loser" he must be. I hope he gets the help it appears he needs and that this family can be restored. He's got a grandson and daughters he obviously adores - despite the apparent lack of judgement on his part.
