As they begin work this week on their spending plans for fiscal year 2012, county and school officials are bracing for what may be the most difficult budgets they have faced since the start of the recession three years ago.
At its budget kickoff meeting Monday afternoon, the Barrow County Board of Commissioners learned that revenues for the current fiscal year are projected to be nearly $1 million below what was budgeted. The gap for the fiscal year starting Oct. 1 could be three times that.
The biggest concern is how a third straight year of declining property values could affect property tax revenues, which are the largest funding source for most of the local governments and the schools.
Meanwhile, county commissioners must cut up to $1 million in spending before the end of the current fiscal year Sept. 30.
At the same time, they will have to produce a balanced budget that right now appears to have a funding gap of $2-4 million.
In addition to the possible $1 million drop in revenue, the county is facing additional expenditures for debt and the employees’ retirement contribution.
Also, CFO Rose Kisaalita on Monday recommended that the board include in the FY2012 budget a cushion of $500,000 to cover cost overruns and other unexpected expenses.
The current budget incorporated only a $42,000 cushion that was spent when the first elected official asked for additional spending for the courts.
The commissioners said “everything” would be on the table in order to close the funding gaps.

There is nothing we can do until; 2012 , but the work that begins then must be carried on to 2014. Every tinking one of these outrageous money loving,idiots needs to go. We need an entirely new state delegation and we need new judges and a new D.A.
The only elected official that we have in any capacity in Barrow county now and probably should be given a chance in 2012 is the sherrif, all the rest ,sy-yo-nora in 2012, and adios in 2014, none of them are worth wasting any more time on.
In addition, they can get an extra $25.00 per day - up to six days a month "spent in the execution of their official duties" or just hanging around the annex in the case of at least one.
Would be REAL interesting to see what each and everyone of them made.
