Legislators pull charter bill; BOC now in charge of process

Barrow County’s legislative delegation announced Tuesday night that it is withdrawing a bill to set up a Barrow County charter review commission.

That leaves the upcoming review of the county’s government structure in the hands of the Barrow County Board of Commissioners, which previously had voted to appoint its own citizens committee to review the charter.

But Rep. Terry England, Rep. Tommy Benton and Sen. Frank Ginn said in a prepared statement that they expect the county’s process to be “citizen driven” with “numerous, substantive public meetings for input before making any decisions” and for the decisions to be “free of the political inefficiencies that have plagued Barrow County for so long.”

The delegation also said their withdrawal of House Bill 580 is “with the understanding that any major changes proposed will be brought as a ballot initiative for Barrow County citizens to vote on.”

And they warned that if the BOC does not keep its commitment to involve citizens, “we will be compelled to then move HB580 forward during the next legislative session.”

The delegation distributed its statement to the BOC and the media at about 6:15 p.m.

The announcement came one day after the Georgia House of Representatives voted to pass the bill. The legislation on Tuesday also had its first of three planned readings in the Georgia Senate.

I am disappointed in the county commission for being so adverse to accepting "outside" help. And, I am disappointed that our legislative delegation has decided to leave something as important as this charter change in the hands of our clearly inept county commission!

Our state legislative team really let the people down on this one, I for one will remember it when each one comes up for reelection. Not only will I vote against each in turn but will work for their opponents in any way that I ca.
Here was at last a chance to put the yearwood debacle behind us before 2010 and you idiots botched it good.
Oh yeah dont think that the voters will forget either how the corrupt Board od Commishioners voted with the tin horn on this.
YOU WILL ALL BE VOTED OUT NEXT TIME .

This was a statesmanlike and reasonable action. Of course, the loons, malcontents, and gadflies who infest this board will bleat their impotent threats. Just like they vowed to defeat SPLOST renewal. A lesson in this.

The measure of a man is in his actions not his words. The BOC has the opportunity show whether its intent is in DOING what is in the County's best interest or their own.

I'd be very surprised if the County's interest were served.

Clearly the delegation supports local control and I give them credit for that.

The legislation they proposed was a fair, open, citizen driven process that the BOC publically and unanimously rejected.

This BOC is all about power struggles, overblown ego's, and is plauged with heavy handed political ineffeciencies.

If the BOC forms a charter committee it will be formed to do the bidding of a commissioner that is a "Chairman wanabe" and nothing more.

My state officials have my support, I'm sorry they tried to help these local elected nuts.

Everyone on this BOC needs to GO!

My state officials HAD my support until they withdrew this bill. There is a poll in this newspaper that clearly shows 3 to 1 that the people of barrow want somthing done about this board of commisioners.Our delegation had their chance and turned against the people in favor of the politicians.
Now we will have to wait until 2012 to begin getting rid of the whole lousy bunch. and that wont be easy.
