An important political fight may be looming in Barrow County over what group will control a process to evaluate, and perhaps change, the county’s charter.
Barrow’s legislative delegation — Rep. Terry England, Rep. Tommy Benton and Sen. Frank Ginn — have drafted a bill that would create a “Charter Review Committee” of citizens to make recommendations of changes to the county government structure. That could result in the county going to a new form of government, perhaps a county manager system.
The idea of a citizens’ committee echoes a call by Commissioner Steve Worley to have the Barrow County Board of Commissioners set up a 10-member group to do the same evaluation.
However, Worley said Wednesday morning that the delegation has told him that they basically want a state-controlled process for amending the charter rather than a board-controlled process.
But Worley said he does not want the delegation controlling the process and ultimately bypassing the will of the sitting county commissioners.
He said the first time he had any indication that the local delegation planned to submit such a bill was this past weekend – days after the BOC unanimously approved his motion for a board-appointed charter review committee.
He said if they had wanted to establish a committee themselves, they should have asked to be placed on the March 8 agenda like he did.

I think not!
6 appointed by state officials and 7 appointed by the sitting BOC members. Obviously the BOC still has a majority of appointees on the committee. I find it a little scary that it's not good enough for Steve Worley.
Any charter changes proposed by this committee will be placed on the November 2011 ballot for a County wide vote.
If this does not suit commissioner Worley it must be because he has a personal agenda to push here. Steve has placed himself in the tyrant catagory by expecting State officials to bow and ask his permission before moving forward with approptiate legislation.
Please don't let Worley, his ego, or his personal agenda derail this local legslation.
Worley said ... but he said he does not want the delegation controlling the makeup of the committee. He said he wants to be fair, and with the BOC’s approval, allow each member of the delegation to appoint one committee member.
I think the citizens of Barrow should make up the committee BUT I'd rather have the state provide oversight and NOT the BOC.
I think these citizens need to be outside the good ole boy system
I think the committee needs to be made up of business owners as well as private citizens
It's time to get down to the brass tacks here. If we're talking about change, then let's really change things and merge all the city and county governments like they have in Clarke county.
We are paying for duplication of services in multiple services and can't coordinate it worth a flip. If we could, the Winder ambulance would be in Winder, not Bethlehem!
I would NOT consider a merger at this time as I cannot see the upside for people within the city of Winder, it would be a big gain for those in the areas outside of the city, the County government has not EARNED the respect yet for me to TRUST it yet.
Where is this duplication "mark my words"? The EMS should serve ALL citizens, Winder is the countyseat and the center of the County, an EMS unit should be there already, except poor management by the county.
