Describe your background:
I was originally born in Dublin, Ga., and I moved to Barrow County in 1969. Since that time, I have lived in the Statham area. My wife and I raised all four of our children in Barrow County.
I was a local Barrow County business owner from 1969 until 2006. I have served as a Barrow County commissioner off and on since the late 1980s. All together, I have served a total of nine years. I am currently serving as Barrow County District 1 commissioner.
The potential expansion of the airport has been a hot-button issue in Barrow County. What is your position on the topic?
I feel like the expansion of the airport is a matter of safety. If making the runway a little longer from 5,500 feet to 6,500 feet increases the potential to save lives, I would be for the expansion.
However, I feel like I would need more information on the entire issue before I take a stand on one side or the other. If the airport runway expansion would be beneficial to the county, I would be for it.
However, if it would be harmful to the county or its residents, I would be against it. I also understand that the airport expansion is ultimately not up to the Barrow County Commissioners, it is up to the FAA, airport authority, and that this project is not slated to be started anytime in the near future.
Barrow County continues to experience strong growth. What are your plans to deal with the growth in a way that will preserve a good quality of life for Barrow citizens?
My plans are to concentrate on quality development. We need quality retail, second, quality jobs, quality industrial or commercial growth. I will continue to support economic development through zoning, protecting land with conservation programs and improved ordinances. We need to continue development on our sewer systems, water systems and our road ways.
At least two citizens’ groups addressing various issues have recently been established in Barrow County. In what way will you work with these citizens’ groups to see that their concerns are addressed?
At any time, citizens should feel free to contact me 706-340-9964 on my cell. I will be willing to meet with individuals one on one or as a group. When these citizens establish their issues I will be happy to address them at that time.
The rising costs of the proposed Cultural Arts Center have been a concern. Do you think this is a project that Barrow County needs and can financially support?
No, at this time we are not in need of a Cultural Arts Center, however if private enterprise would be willing to help support the project it may be beneficial in the future. I am not supportive of the project as it has been presented. I do not think that we should give revenues from added ad valorem taxes to support the project.
With the economy getting tighter, what would you propose trimming from the budget and why?
I think we should downsize or reduce the cost of the work release program. This program is costing the taxpayers more money than it is recovering for bad checks and child support recovery.
I think that all county departments should investigate over staffing in county offices. There is no reason to cost the county money for over staffing in some areas and under staffing in others.
I think that we should encourage all county driven vehicles to be as fuel efficient as possible. We should make every attempt to conserve fuel without reducing public safety.
What are the three biggest issues that Barrow County must address over the next five years?
Water, sewer and roads. All of these systems must be updated and kept up to date.
What new services, if any, do you propose if elected to office? How do you propose to pay for these services?
I do not see a need for any new services at this time, but I would propose to expand and improve services such as water, sewer and roads. I would pay for these improvements with SPLOST funds and connection fees for the services. I would not propose to use ad valorem tax revenues to improve these services because the SPLOST funds should be a sufficient amount to build our infrastructure.
