At a called meeting of the Winder City Council on Wednesday afternoon, Mayor Chip Thompson announced his selection for the next city administrator.
Donald Toms, a department manager who for almost two years has overseen the finances of Milledgeville’s city government, will move into Winder’s top administrative position Nov. 8.
At Wednesday’s meeting, Thompson distributed copies of Toms’ resume. It shows he also has had short stints as the city manager of two small Georgia cities – Rincon and Bowdon.
Thompson did not disclose Toms’ new salary, though he previously confirmed that it is under $100,000.
Toms was not present for the mayor’s announcement. His first day on the job will coincide with the council’s next work session, which is open to the public and starts at 5:30 p.m. at the Winder Community Center.
"We wanted someone who had already been a city administrator, which filed down the list pretty quickly because most of the applicant’s had not had that experience,” Thompson said.
Look, I wish this new guy all the best in running the city but this hiring practice makes me wonder about the competence of those in charge, namely the Mayor. To weed out everyone that has not been a city administrator of a podunk town somewhere while overlooking other potentially qualified candidates with business or other governmental backgrounds seems extremely shortsighted.
Also, the way the Mayor insulated himself from the other council members in the process makes you wonder just how else other things are done in Winder. Was this a "buddy hire"? I don't mean to accuse. Just asking.
