A scam artist well known to local authorities has been arrested again.

Marsha Lynn Foster, 49, was arrested Oct. 5 by Winder Police on charges of theft by deception.

According to authorities, Foster targeted churches and may have victimized other businesses as well in her attempt to fraudulently obtain monetary donations, food and gift cards.

“Ms. Foster is no stranger to the Winder community,” said Detective Sergeant Rachel Love of the Winder Police Department.

In November of 2009, Foster was arrested on charges of theft by deception and identity fraud after scamming businesses in Dacula, Winder and Cartersville while pretending to represent Toys for Tots.

Winder Police Criminal Investigations Division Commander Lt. Frank Farr said Foster has prayed upon the generosity of those seeking to help others in need.

“This behavior will not be tolerated within the city limits of Winder, Barrow County,” he said.

Authorities ask that any church or business victimized by Foster contact Detective Sergeant Rachel Love at (678) 425-6887.

This case remains under investigation with more criminal charges possible.

maybe if the DA grew a spine and requested more than PROBATION he would learn his lesson.

About 15 years in prison should be the minimum for this scumbag.
