In a brief called meeting Tuesday night, the Barrow County Water and Sewage Authority (WSA) agreed to front funds to Barrow County so that the county’s number one pump station and pipeline project can get under way. The authority also decided on the process that will result with one of four firms winning the bid to transform the former Holsenbeck Fire Station into a new home base for the Barrow County Water Department’s maintenance shop and offices.
Mark Whiddon, director of Wastewater Services for Barrow County asked members of the WSA to approve “pre-funding” in the amount of “at least $150,000 so that work on the county’s SR 53/316 pump station and pipeline project can begin while final approval of an already applied for Georgia Environmental Finance Authority loan is obtained. The pipeline will service the county’s industrial development property at the intersection of SR 53 and Hwy. 316 and is part of some $4-million in projects the GEFA loan will fund.
Saying that the county’s application is “in its final form” and contract release is expected soon, Whiddon told the authority the BOC’s plan is to repay the authority with the first draw on the loan, which is expected “as early as the end of September.”
In discussing the request, WSA Chairman Dr. Stan Coley asked Barrow County Water Department Director Myron Garrett if “the books can stand it,” to which Garrett replied, “Yes.” District 1 Representative David Hawthorne asked if there was “any chance the loan could be denied.” Whiddon replied, “Never say never,” then added “the documents to date are issued and in place” and there has been no indication that the loan won’t be approved.
The WSA voted unanimously to approve the request.
OFFICE BIDS
The authority also discussed the “first bid resumes,” as Coley termed the information packets submitted by four firms seeking to win the bid to design and construct the county water department’s new offices and maintenance shop in the old Holsenbeck Fire Station on Hwy. 211. The WSA purchased the alreadyclosed station from the county for some $300,000 in the spring.
The firms bidding are: Alan Bell Architect, Inc, Bremen, GA; Carter Watkins Associates Architects, Inc., Monroe, GA; D.L. Fields Consultants, LLC, Atlanta, GA; and, Precision Planning, Inc., Lawrenceville, GA.
Since only four firms submitted initial packets and all four “responded in a complete manner,” Coley told the board he felt all four firms should be interviewed and asked to submit financial bids.
Garrett said he thought “all four would probably do a good job,” adding that two of the firms, Carter Watkins and Precision Planning, had “done business with the county in the past” and had solid local track records.
Garrett said the one thing that was “disturbing” about the initial (non-financial) bids was the timeline — all four firms estimated 48-54 weeks from the time the contract was signed until the work was completed. He added that the county requires all jobs over $10,000 to be bid out and “in order to be fair to the bidders, a standard set of plans for all the bidders to see” has to be drawn up, so all four firms were operating off the same set of requirements.
Coley then proposed sending letters to the four firms requesting an interview and a sealed bid outlining all project costs. The authority then set a goal to complete the interview/ bid review process at their next regularly scheduled meeting, set for Sep. 21.

Now all of a sudden the old fire station is ok to move back into, well lets spend a feww hundred thou on it first though.This is an example of the way our civic rulers lie to us, waste our money, lie to us some more,waste more tax money and ultimsately raise our taxes.
I have been in public safety for nearly 30 years(surprise)about half of that was here in Barrow County. I knew what they were doing and vigorusly protested and called my commisioner back when they started all that business about mold. At the time it was a commonly used trick across north ga. to get extra tax money from county governments and people to dumb to know what was really going on.
Now to tell you again, about the latest dirty trick. Local Gov. lies to the people and tells them they are runningout of money to run the county business, got to close fire stations and lay off deputies to meet the budget. any of this sound familiar Barrow ? They get the people so worked up that they demand that the gov. raise their taxes,which is what the commishes wanted all along.
