The Barrow County Board of Education continues to iron out the details for the upcoming fiscal year budget, which it hopes to approve June 1.
The tentative budget for FY2011 is $89 million although a couple of issues remain a concern for some board members.
Member Connie Wehunt continues to have an issue with the system cutting back the amount of health insurance benefits for employees. Wehunt said employees making in the $10,000 range will have a hard time paying anything extra to the point where it could mean they would go without purchasing food.
Superintendent Wanda Creel said during Tuesday’s meeting that while she had looked into the matter and there was no legal reason the system could not pay more insurance cost for some employees, it could open the system up to possible discrimination issues so she would not recommend it.
Assistant superintendent for finance Ken Cato was asked to research how many school system employees who make under $20,000 are on the insurance plan and to report that number to the BOE at its meeting next Tuesday.
If the insurance costs are put into effect, it would save the system almost $420,000.
Board member Lynn Stevens said she would rather cut that than cut teachers.
A savings of $75,000 has also been found in energy costs by taking out teacher’s personal items such as lamps, microwaves, refrigerators, coffee pots, toaster ovens and radios from classrooms. A community refrigerator, possibly two, would be provided for teachers at the schools.
The closing of the Early Learning Center will save $750,000.
There had been talk of eliminating bus routes for students who lived anywhere from half a mile to 1.5 miles from their respective schools but that has been taken off the table.
Stevens said Tuesday she wanted it known she did not say that students should walk to school in order to prevent diabetes and obesity.
Fellow board member Rickey Bailey called her on that statement telling her she most certainly did say it.
Stevens said it should be up to parents to get their children to school.
Overall, the Barrow County School System is looking at cutting approximately $10 million from the overall budget from a year ago.
“When you cut that much out of the budget when a system has grown like ours, it makes me nervous,” Cato said.
Wehunt inquired how the system planned to handle maintenance and operations with that amount of cuts. She said there were air conditioning systems on the verge of “bottoming out on us.”
Jake Grant, assistant superintendent for facilities, said the system would handle those issues somehow.
Director of student services, Ken Greene, told the BOE Tuesday that the system has 413 students who are classified as homeless.
“That includes the traditional definition meaning those living on the streets or in tents,” Greene said. “It also covers those who are living with other family members for financial reasons. Those who can’t afford to live on their own. Families who do not choose to co-reside.”
In what was termed a “bit of good news,” the BOE was informed the JR ROTC program may be on the verge of receiving funding from the United States Army, which will be a savings area. Creel said there are more than 300 students enrolled for the program at both high schools for next year, making it one of the most popular programs offered.

These types of issues are proof positive, that both Barrow County, and the State of Georgia, must begin bi-partisan discussions on independent outside investment opportunities for our Education community. I believe that we can no longer rely on taxes to save the day. We must be more creative in our approach to solving the monetary shortfall we are experiencing. I am opposed to asking our citizens for more taxes, when other opportunities exist. We must at the very least look at all of the possible non-tax related funding options that are available.

and we must begin a dialogue on external investment opportunities.

Raising taxes and cutting services,make no sense, when there ARE attractive alternatives out there to at the very least, start bi-partisan discussions on. The problem is not whether we can start these discussions, but if we are willing to. I am willing, and continue to press state leadership to come to the table and at least discuss the options. The citizens of Barrow County and Georgia have had enough of increased Taxes, and clearly are willing to listen to other alternatives. It is time to get off the dime, and make this happen!

The idea of the Tax Box is one I have not thought of. I must say that after researching it, that would be a very viable option for our county. Also, if we get the Charter School approved, we could then accept donations from college's that want to link up with our school system.
I have some ideas of my own to help raise money for the BOE, without raising taxes or cutting programs and teacher positions. Hopfully, come this fall, we all can sit down and get Barrow schools moving in the right direction.
Certainly something we should at least be talking about with Leadership in the GA Legislature. We must move forward now, and take advantage of the opportunities that under the right circumstances can be available to us as a state. Bi-partisan solidarity is the KEY, not divisive political rhetoric, that we hear from those who don't understand the investment senario. Thanks for your comments Will, I appreciate them very much. Could someone provide any ideas or websites as to how to apply for government grant money to begin with my personal small business? I've been looking via the internet but just about every web site asks for money and I have been previously told by the unemployment office to stay away from the websites that want money for grant related information because they're rip-offs. I would be really thankful for any help.
