The Winder City Council on Tuesday adopted higher water and sewer service rates for FY2011.
The base monthly charge for residential and commercial customers will rise 7 percent, and volume usage rates will rise 15 percent.
The higher rates will go into effect Sept. 1 for all retail and wholesale customers, both inside and outside the city. However, the council plans to implement a new “lifeline” tier for customers such as senior citizens who use a very limited amount of water each month.
Although it approved the FY2011 rate hikes, the council did not move forward with the planned adoption of a recently completed study calling for rate hikes in each of the next five years.
Those compounded annual increases would cause monthly bills to rise by more than 50 percent by FY2015.

How about checking how much of the city government is funded from the water service. Most of the customers live outside of the city but pay higher rates for water which is then moved to the city general fund for police and fire. Not sure how non-citizens should be responsible for services they do not recieve. Maybe the city should seperate their fund and charge an appropriate tax on citizens recieving city services.
