The Barrow County Board of Commissioners voted unanimously Tuesday night to name Rose K. Kisaalita of Athens as the county’s new Chief Financial Officer.
Kisaalita is the accounting administrator in the Finance Department of the Athens-Clarke County government. She also has a master’s degree and is a certified public accountant.
Her resume states she received a bachelor’s degree in accounting from Makerere University in Uganda in 1979.
She received a master’s degree in accounting from the University of Georgia in 1994 and began her accounting career in 1995 in UGA’s Accounting Division, where she worked until late 1998.
In December of that year, Kisaalita joined the Finance Department of the Athens-Clarke County government.
She obtained her Georgia CPA license in June 2000 and was promoted to accounting administrator, which is a chief accountant position, in May 2001.
She has held the position for almost nine years, supervising three accountants and two senior accounting technicians.
This is the second time that Kisaalita has applied for Barrow County’s CFO position, which was vacated last July by Beth Horacek and has been filled on an interim basis by internal auditor Marilyn Golightly.
She was one of three finalists last fall, but that first CFO search ended after Board of Commissioners Chairman Danny Yearwood said in December that the department was being reorganized and the top post abolished.
The BOC earlier this year didn’t go along with Yearwood’s plan for the Finance Department. So a second search was begun, and Kisaalita resubmitted her application.
The BOC’s unanimous vote Tuesday night came after a one-hour executive session that BOC member Larry Joe Wilburn did not attend. After the closed meeting, however, he voted with the other five commissioners to make the offer to Kisaalita at the lowest salary on the position’s pay scale. The offer is contingent on her passing a drug screen.
Kisaalita is married to William Kisaalita, an associate professor in biological and agricultural engineering at UGA. They reside in Athens with their children.
