In fact, do any crimes warrant jail time in this county?
There's a fair chance of recidivism if they get no support (counseling)--and this is likely given the way we treat criminals in this country--but that doesn't mean we throw every criminal in jail for life because we're too lazy to help them past what drove them to the crime.
