The Barrow County Personnel Review Board has upheld the April 6 suspension of county CFO Beth Horacek because she did not provide the board of commissioners all of the information she knew about the cost overrun for health insurance.
But in a one-page written decision obtained Monday morning through an open-records request, the panel said it did not believe Horacek had been “untruthful” to the board of commissioners, and it did not agree with the severity of the punishment meted out to her.
“The Personnel Review Board finds that the County has met its burden and that all procedures were followed and we uphold the Suspension given to Beth Horacek on April 6, 2009, however the Personnel Review Board does not believe Beth Horacek was untruthful in her information provided to the Board of Commissioners. We agree that she failed to provide all the information that she had available. While we, as the Personnel Review Board, believe some disciplinary action was appropriate, our decision would have first been to consider a written reprimand versus a suspension.”

This poor lady, a professional with a solid record, was disciplined solely because the commissioners needed a scapegoat.

We need Mrs. Horacek. She is a professional and has the training that this county needs. Think about it: there are not any other finance people with her qualifications working for the county.
Mrs. Horacek worked under 3 other chairmen and received stellar reviews. Mr. Chairmen, learn to get along with others. You cannot run a 34 MIL dollars business alone.

The quick and dirty -- a member of the personnel review board resigned stating "he felt that during the process there had been improper contact via e-mail and phone between the review panel and the county representatives."
Gee - go figure.
