The start of Danny Yearwood’s career as chairman of the Barrow County Board of Commissioners has been unusually rocky.
In the past week, the county’s top two administrators and the director of planning and development have resigned.
The final day at work for Keith Lee, chief administrator, is Friday. The final day of assistant administrator Michael Fischer is Feb. 20. And planning director Guy Herring is already gone.
The managers did not explain in their resignation letters their reasons for leaving the county’s employment. But from the first week of Yearwood’s administration, when he bypassed county administrators and department heads by meeting directly with all of the county’s employees in two meetings Jan. 7, it was clear that a new era had arrived in county government.
At public commission meetings in January, a couple of the board’s new members asked Lee pointed questions concerning the county’s finances. The final straw appeared to be last week when District 3 commissioner Steve Worley privately requested a letter from a 2005 consultant concerning the county’s implementation of his compensation study for Barrow County’s government. That letter stated that those who did the study never suggested the county aggressively implement a new pay schedule by giving employees large raises over a short period of time.
Both Lee and Fischer said in emails Friday, Jan. 30, that the board of commissioners in October 2005 approved their plan to allow department heads to give employees raises of up to the midpoints of each positions’ new salary range, which resulted in raises of thousands of dollars for most employees within a year or two of the study.
But Lee submitted his resignation on 8 a.m. the next business day – Monday, Feb. 2 – and did not respond to a request for an interview about his resignation. Then on Thursday, Feb. 5, Fischer presented his letter of resignation to Lee.
Neither administrator met with Yearwood prior to making his decision to quit. However, once they told him their plans, he didn’t ask either to reconsider. Yearwood did, however, call a press conference the day after Fischer’s resignation to try to quiet rumors that had reportedly been running rampant among county employees shaken by the loss of Lee, by their recent across-the-board pay cuts and by the board’s vote to have Yearwood look into a new pay study.
Yearwood said he would personally oversee projects Lee and Fischer had been handling.

Anyway, now that is explained to Anon, there are many other things that need to be explained to we the tax payers. Maybe you would like to try, since you know so much anyway.
We have the right to know and if we all ban together then maybe we can get some truthful answers. I feel confident that Yearwood is taking care of the business at hand and I think that he is going a great job. Keep up the good work.
NEWS/JOURNAL: Does that include layoffs of county employees?
YEARWOOD: If it has to come to that. You know I hate to say that, but all the other counties around us are doing it. I don’t know why we should have to be any different.
"YEARWOOD: Our county employees deserve their pay. I think we need to look at and maybe restructure some of our pay. Our pay grades are set up on time and qualifications. Those people that have been there, they deserve a pay raise. That’s the way our county government is set up. It’s set up sort of on a schedule of qualifications, time and how long they have been at that job. I didn’t set it up. I think, as chairman, you have the responsibility to the taxpayers theirselves. Ever what I can do to make sure our taxpayers do not have to suffer from a consequence of a tax rate is what I should do.

"YEARWOOD: I actually believe we will not have to lay off anybody. Job cuts were never an issue I was speaking about. I was asked “if it come to that.” We can direct our spending and stop the money where we are wasting it and make sure that we protect our job market. Our employees are what we have to make sure we can protect. I think, with the department heads knowing our economic turn is as they are – you know, it being a downturn in our economy right now – I think they would be willing to work with me to try to figure out any way to save jobs and that is what I was trying to approach there.
LOOKS LIKE THE "USED CAR SALESMAN" IS MORE COMPETENT THAN THE "HIGHLY PAID RATS" THAN WERE RUNNING THE COUNTY FOR TOO MANY YEARS.
Based on Mr. Berry own admission they made a mistake; however, if they had not got caught, it would have been okay because the economy was good.
Is he willing to support the New Commissioners & Chairman and correct the problem?
Again, I ask when are the Unqualified Lee's & Birt's, along with their family members and friends going to be removed from the county payroll?
How does your last question jibe with the recent moves?
What qualifications does the HR Director have?
What qualifications does her cousin, the tax assessor have?
The members of their families and their friends need to go. Why should they be receiving high salaries???
For District 3 Commissioner Steve Worley: I have the utmost confidence that he will do what it takes to give Barrow a better government. Keep up the good work Mr. Worley.
Norma Jean Brown needs to be fired from HR Director. She is corrupt and selfish. For one thing, it was ridiculous of her to oust the former HR Director and resign her post as commissioner just so she could have that job...completely unacceptable!
